Duties:


This position is located within the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Human Resources Division, Associate Director for Administration, in the Human Resources Division (HRD), Workforce Analytics and Engagement Unit in Sterling, VA.


At the full performance level (GS-14) the major duties of this position include but are not limited to the following:

  • Manages the Workforce Planning, Analytics & Engagement team in support of the Bureau strategic objectives and workforce priorities and leads team of subordinate staff by determining work to be accomplished by the staff, setting and adjusting short
- and long-term priorities and, as necessary, preparing schedules for completion of work. Provides a safe, inclusive, respectful, and engaging work environment.

  • Manages the Bureauwide Employee Engagement Program which encompasses planning for the rollout of the Federal Employee Viewpoint Survey (FEVS); leading the analysis of results for the Bureau as a whole and also by Regions and Program Offices. Based on analysis target groups with lower EEI and facilitate focus groups to determine the root cause of disengagement and advise leadership on subsequent action planning.
  • Serves as an expert advisor on various Human Capital and/or Organizational Development interventions. These can include but are not limited to workforce planning, succession planning, competency development, survey development, organizational culture, change management and team development.
  • Conducts surveys and develops focus groups, as well as data analysis and problemsolving, including the collecting and analyzing employee feedback and engagement data, identify trends and patterns, and using these insights to identify root causes of disengagement and recommendations for program improvements.
  • Provides oversight for the Human Capital Analytics function to gather pertinent workforce data, analyze data thoroughly and utilize data visualization to display and draw attention to key data points. Analytics are related to Bureau mission, Strategic Goals and Executive Direction and result from strategic conversations where incumbent will need to determine the best data points, calculations and formulations to gather data supporting the request and narrative.
  • Engages with clients and stakeholders including all levels of management and the general workforce in a variety of settings. This can include partnering with senior leaders on strategic direction to develop initiatives, projects and/or deliverables; facilitating dialogue and conversation on focus areas, presenting findings and recommendations. Incumbent is often sought out of advice, counsel as well as to serve as a facilitator for management offsites and team building efforts amongst program/region offices.


BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.


Salary Range Information:


GS-14: $
139,395 (Step 1) - $
181,216 (Step 10) per annum.

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.


This vacancy may be used to fill additional positions as vacancies become available.

Qualifications:


Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.

Specialized Experience:


To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the
GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized experience is defined as demonstrated experience:

  • 1) Implementing multiple organizational development or human capital interventions and strategies such as; competency design, workforce planning, succession planning, human capital program evaluation, employee engagement initiatives, human capital analytics, facilitating strategic meetings, change management, and/or employee listening AND
  • 2) Consulting, advising, or briefing senior officials, AND
  • 3) Analyzing data for informed decision making, AND
  • 4) Organizing and facilitating focus groups or meetings.
