Attorney General Andrea Joy Campbell is seeking a creative, dynamic, and detail-oriented person with budget, finance, and management experience to lead the Attorney General's Office Budget Division.


Primary Duties:

The AGO Budget Director will be responsible for all budget preparation, development, reporting, and management, as well as maintenance of all internal control standards.

The Budget Director reports to the Chief Operating Officer and will work with them to develop the AGO's annual spending plan, maintenance estimate, and budget request.

The Budget Director will be a liaison with the Executive Office for Administration & Finance and the House & Senate Ways & Means for information requests during the annual budget process.

The Budget Director will manage a team of five staff members within the AGO Budget Division.

In addition, the role of the Budget Director includes:


  • Oversight of all spending, revenue, and financial reporting requirements;
  • Oversight of fifteen appropriated accounts and $132 million in trusts, interagency service agreements, and other accounts;
  • Preparing the budget reports due each fiscal year to the Governor and Legislature;
  • Preparing biweekly reports for upper management on the status of all appropriated accounts;
  • Meets with and prepares reports monthly for all Division Chiefs with appropriations;
  • Handles all MMARS transactions, moving funds within each appropriation;
  • Manages the State Police overtime funds and related reporting;
  • Responsibility for the Budget Manual, Internal Control Manual, and the annual Internal Control Questionnaire when reporting is due to the Comptroller; and
  • Acts as Security Officer for all employees with financial access.

Qualifications

Position Requirements:

  • Bachelor's Degree. Master's Degree in Business Administration, Public Administration, or Public Policy preferred;
  • Minimum of eight years' financial experience with the Commonwealth, preferably with a management background;
  • Knowledge of state finance laws, budget development cycle, the Massachusetts Management Accounting & Reporting System (MMARS), as well as budget and expenditure control;
  • Ability to analyze and create spending and planning reports and assist with the budget planning processes;
  • Demonstrated experience in analyzing and determining the applicability of financial and program data, drawing conclusions and making appropriate recommendations in a clear and concise manner;
  • Strong independent decisionmaking capability and the ability to set and manage multiple priorities and tasks;
