    With a staff of 500+ and a budget of approximately $83 million, Public Health serves a population of about 420,000 residents in Santa Barbara County.


    THE POSITION :
    The

    Correctional Health

    Quality Care Improvement Manager

    is a senior-level manager in the Civil Service system and reports to the Chief Correctional Healthcare Medical Advisor. All County leaders are expected to uphold the values of accountability, customer-focus, and efficiency.

    Incumbents lead others and model behaviors that exemplify quality customer service; provide effective and ethical leadership; creatively and strategically plan, develop, and implement programs that use human and financial resources to achieve results; are accountable for strategy and goal formation consistent with the County's mission and key business objectives; engage stakeholders; communicate and collaborate effectively at multiple levels; develop employees; analyze issues and data; and efficiently use public resources.

    The selected candidate is an experienced and highly motivated health professional that will evaluate and monitor the quality of healthcare services within the

    County Jails and Juvenile Hall .

    This position provides oversight, guidance and assures adherence to clinical protocols and regulatory standards by the Contractor providing health care services (e.g., medical, dental, mental health, ancillary services etc.) for the inmate population.

    will possess:
    Experience in clinical and/or managed care planning and oversight preferably in a correctional setting.
    Strong leadership abilities.
    Experience supervising multidisciplinary teams.
    Strong background in mental health assessment, education and collaboration.
    Demonstrated ability to develop and maintain sound working relationships with people of diverse backgrounds and personalities.
    Experience managing and monitoring regulations.
    Experience in utilization review.
    Experience and/or education in substance misuse, alcohol and other drug disorders.
    Excellent verbal and written communication skills and the ability to interact with all levels of internal and external stakeholders.
    Ability to handle multiple projects with competing priorities, with a strong attention to detail.
    Organizational skills, with the ability to prioritize work and meet deadlines.

    Examples of Duties
    Establishes and evaluates policies and procedures for quality management and improvement activities as well as utilization review.

    Develops and maintains current quality management and improvement plans used by the Contractor, Public Health Department, Department of Behavioral Wellness, Sheriff's Office and Probation in delivering appropriate and high-quality clinical care in County Jails and Juvenile Facilities.

    Analyzes existing quality improvement activities and develops the Quality Management/Utilization Management Plan, Annual Quality Improvement Work Plan and Quality Assessment and Performance Improvement Plan.

    Monitors compliance with Medi-Cal and other standards and requirements of the California Code of Regulations.
    Reviews and analyzes findings of internal program reviews and external audits to identify problem areas.
    Identifies new components or activities required in the Quality Improvement Plan.
    Reviews and analyzes data to identify trends and issues across the County Jail Health System and makes recommendations.
    Maintains and compiles statistical records and profiles of quality improvement activities.

    Serves as a member of the Care Quality Improvement (CQI) committee, Medical Audit Committee (MAC) and Mortality Review Committee, Leadership, or other committees, task forces, or groups, as necessary.

    Provides consultation to both County and Contractor on quality management and improvement matters.

    Monitors and reviews the work of clinical staff assigned to perform care delivery and quality improvement duties in the County Jail and Juvenile Facilities.

    Works with the Contractor to develop and implement policies and procedure to ensure compliance with all applicable standards and clinical protocols.

    Collaborates with Contractor and County departments, specifically Behavioral Wellness, Correctional Staff and external healthcare providers to facilitate coordinated and integrated healthcare services.

    Participates in interdisciplinary meetings to address complex healthcare cases and coordinate care transitions.

    Performs regular audits of health records and review of reports as needed to ensure adherence to quality measures and deliverables as required from the Contractor.

    Oversees system-wide quality improvement monitoring processes including, but not limited to, medical records review, site reviews, peer reviews, medication monitoring, serious incident reporting, and utilization review.

    Employment Standards
    Possession of the core competencies listed and the ability to immediately demonstrate these competencies consistent with the position's level in the leadership series and the specific work assignment;
    AND
    Possession of a valid license as a Registered Nurse (RN) issued by the State of California;


    AND
    Three years of post-licensure experience in utilization review, quality improvement or related experience in a hospital or health care setting, including one (1) year of supervisory experience;

    OR

    A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.


    Additional Requirements:


    Positions in this class will be required to possess a valid driver's license at the time of application and possess a valid California Class C Driver's License at the time of appointment.

    This position requires travel throughout the County of Santa Barbara.


    Knowledge of:
    state regulations applicable to treatment and reimbursement under Medi-Cal; utilization review procedures and techniques; medical and surgical diagnoses, procedures and types of treatment; Medical Social Services in ambulatory care; applicable State of California and local Medi-Cal managed care regulations; statistical and fiscal data collection and interpretation; the principles, practices and skilled techniques of nursing; symptomology and disease processes; general nutrition;


    effects of medications and immunizations; legal environment of nursing; health education techniques and practices; interviewing and counseling techniques; community health and medical services; medical recordkeeping and privacy practices; clinic organization and operations; supervisory practices.


    Ability to:


    plan, organize and administer Utilization Management and Quality Improvement programs effectively; supervise others; communicate with others effectively; write clear and concise correspondence using correct grammar, punctuation, and spelling; work with others both within and outside the department; identify medical utilization needs; establish priorities, gather, analyze and report data, ability to lead change; ability to work effectively with clinics, providers and the community; identify and analyze administrative problems and implement operational changes; demonstrate tact, diplomacy, patience and compassion; establish and maintain cooperative working relations; comply with nursing policies, protocols and program regulations; prepare and maintain medical records of appropriate documentation; recognize and respect limits of authority and responsibility; maintain confidentiality of information; make referrals to local and regional providers of social, medical and/or other special services; communicate effectively with people of diverse socio-economic and ethnic backgrounds.


    Desirable Qualifications:
    The ability to read, write, and converse fluently in Spanish in addition to English is desirable. Previous experience in correctional health is desirable.

    SELECTION PROCESS:

    Supplemental Questionnaire Ranking:
    Candidates' response to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the employment list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified candidates.

    Applicants must receive a percentage score of at least 70 on the supplemental questionnaire ranking to be placed on an employment list.

    An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI.

    Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months.

    At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

    Background Process:

    Live Scan:


    The selected candidate will need to successfully pass a Live Scan which is an electronic fingerprint scanning that is certified by the State Department of Justice.


    Please note, a Live Scan may need to be repeated in accordance with specific department requirements to access their facilities.

    In addition to the Live Scan, the following process will be used as part of the background investigation process after the candidate is extended a conditional offer of employment for the

    Public Health Department:
    Personal History Questionnaire (PHQ).

    The selected individual will receive a notice regarding completion of a Personal History Questionnaire (PHQ).

    Failure to submit a PHQ by the deadline will result in disqualification from the hiring process for the Public Health Department.


    Background Investigation:


    The selected individual will be required to complete a Personal History Statement (PHS) and undergo an extensive background investigation that includes an evaluation of references, prior employment, drug history, residence history, and neighborhood check.

    This process may take 4-6 weeks.

    Current or excessive use of drugs, sale of drugs, serious criminal history, or deception relating to employment history may bar employment.


    Disaster Service Worker:


    Pursuant to Governmental Code section 3100, all employees with the County of Santa Barbara are declared to be disaster service workers subject to such disaster service.
