SUMMARY:


Provide technical services to QCAP's Energy Conservation programs including scheduling and conducting heating systems inspection, energy audits and quality control inspections, responding to emergency needs of clients, educating clients about energy conservation measures, and completing related programs administrative duties.


ESSENTIAL DUTIES & RESPONSIBILITIES:


  • Perform initial audits, in-process inspections, and post-inspections for the Weatherization Assistance program according to standards established by Quincy Community Action Programs Inc. and applicable funding sources.

Audit/inspections include:
a. Properly identifying house type and characteristics related to energy usage.

b. Properly measuring house dimension particularly those for the attic, sidewalls, and basement.

c. Determine the amount and type of weatherization materials necessary for each job to be done.

d. Produce a clear, complete report of audit findings. Present in writing to the Program Director.

Report obvious issues of health and safety such as the presence of knob and tube wiring, asbestos, and malfunctioning heating systems, etc.

f. Communicate energy conservation practices to clients, using standard techniques recommended by QCAP and DHCD.


  • Conduct inspections of heating systems for HEARTWAP according to established program standards. Complete appropriate inspection reports and present in writing to Program Director.
  • Monitor and improve contractor performance, including conducting follow-up as required to insure that all jobs are completed according to standards and that clients are receiving high quality services.
  • Maintain program records for Weatherization Assistance Program (WAP), Heating Emergency Assistance Retrofit Task Weatherization Assistance Program (HEARTWAP) and Utility Programs, including completing audit paperwork, maintaining notes on client/contractor contact, ensuring contractor paperwork is on file and up to date, and completing other paperwork as necessitated by program contracts.
  • Review and develop in-depth familiarity with all WAP, HEARTWAP, and Utility Program funding source guidance and program regulations.
  • Maintain equipment owned by QCAP for use in the energy conservation programs.
  • Perform Appliance Management Program (AMP) audits in accordance with applicable program standards.
  • Additional duties as assigned by the Program Director.

SUPERVISORY RESPONSIBILITIES:

None.


QUALIFICATIONS/SKILLS:


  • High School diploma or equivalent, and one year of education beyond High School required.
  • Minimum of oneyear work experience in a related field (for example, home insulation, weatherization, and heating system repair). Experience in the building sciences is a plus.
  • Must have the following certifications when hired or within 3 months of hire:
  • Department of Energy (DOE) Certified Energy Auditor
  • Lead Safe
  • OSHA10
  • Must be Quality Control Inspector (QCI) certified when hired or within 18 months of hire.
  • Oil Burner Technician license preferred.
  • Excellent communication, customer service, and interpersonal skills, including the ability to understand and communicate complex technical and program information to people of all income and education levels, including clients, colleagues, landlords and contractor.
  • Demonstrated ability to be sensitive and respectful to clients, including protecting confidential client information. Ability to work effectively with people of diverse background, and demonstrated commitment to working on behalf of people of all income levels.
  • Car and valid Massachusetts drivers' license required.
  • Must be able to pass a background check for utility funded program.

Ability to lift 50 pounds unassisted. Specific vision abilities required by this job include close vision, use of computers and paperwork.

$ $26.00 per hour
