- Thorough knowledge of the capabilities and requirements of various computer platforms
- Thorough knowledge of systems analysis and programming skills and methodologies;
- Thorough knowledge of modern methods, techniques and tools of information systems project management;
- Ability to plan, organize, and conduct systems analysis and to evaluate business requirements;
- Ability to use project management methods, principles, and tools (software) to schedule projects and monitor progress;
- Ability to lead efforts in implementing configuration management and systems change
- Ability to effectively monitor system development, system modifications and enhancements;
- Ability to analyze project needs and determine resources needed to meet objectives and solve problems that involve remote and elusive symptoms, often spanning multiple environments in business areas;
- Ability to use strong analytical and conceptual skills to create original concepts/theories for various projects;
- Ability to communicate technical ideas clearly and in translating user information requirement;
- Ability to make decisions based on factual data, and to evaluate the progress or success of systems;
- Ability to plan, organize, coordinate, assign, and evaluate the work of subordinate staff;
Employment Standards:
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Possession of a bachelor's degree in computer science or a related field; plus five years of experience in systems design, development, programming and maintenance, and/or project or program management experience or equivalent in a complex information systems environment and supervisory experience of internal staff and vendors/contractor staff, and /or experience in matrix management environment in a complex organization.
NECESSARY SPECIAL REQUIREMENTS:
The appointee is required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
PHYSICAL REQUIREMENTS:
Work is generally sedentary, performed in a normal office environment. All duties are performed with or without reasonable accommodation.
