Description
This is entrance level technical work in environmental services inspection and compliance.
An employee in this class assists in performing inspection, investigation, and education work as it relates to the various environmental compliance programs, including but not limited to, industrial pretreatment, stormwater management, and fats, oils, and grease (FOG) in accordance with Federal and State requirements.
Works under the general direction of senior staff with opportunity for the use of independent judgment in performing assigned duties and responsibilities.
Conducts field inspections, investigations, and samplings of discharges at various industrial facilities, stormwater discharge points, and food service establishments (FSEs).
Inspects industrial pretreatment equipment and grease removal devices (GRDs) such as hydromechanical and gravity grease interceptors; evaluates and documents maintenance systems and protocols related to environmental compliance.
Examines permits, licenses, applications, and records to ensure compliance with regulatory requirements.
Prepares and issues warnings for failure to comply.
Prepares and maintains regulatory or compliance documentation and related reports.
Uses personal or mobile computers to compile and enter data regarding analysis, cleaning, maintenance, and capacity measurements of the GRDs.
Conducts research on facility ownership, sewer maintenance history and compliance history of various establishments. May assist in responding to environmental incidents involving sewer backups, reports of illicit discharges, or related issues.
Keeps abreast of EPA laws and regulations.
Operates, maintains, and calibrates monitoring equipment used to collect samples.
Drives to meet with owners or their representatives and the public to discuss discharge problems, provide education regarding environmental compliance, and make recommendations for corrective action.
Performs related duties as required.
Graduation from an accredited college or university with a baccalaureate degree and major course work in environmental science, chemistry, biology, or a related field.
College coursework may be substituted by paid experience in environmental services inspection and compliance or related work on a year-for-year basis.
Possession of a valid State of Ohio driver's license.
Some knowledge of the principles and practices of environmental compliance as they relate to industrial pretreatment, stormwater management, and/or FOG control and processes.
Some knowledge of pretreatment equipment and grease abatement equipment installation, operation, and maintenance.
Knowledge of safe work practices and related safety regulations.
Skill in the use of computerized management systems, personal computers, tablets, and standard and customized business software.
Ability to conduct investigations and inspections.
Ability to establish and conduct reasonable and effective communications with other persons who may be hostile or indifferent and to act calmly, tactfully, and courteously under relatively stressful conditions.
Ability to take charge of circumstances, gather and evaluate pertinent information, recognize deviations from norms or standards, and to educate others in such a way as to achieve cooperation and compliance.
Ability to effectively maintain records and prepare accurate, concise, and complete reports and related documents.
Ability to perform mathematical calculations with fractions, decimals, and percentages.
Ability to exercise independent judgment and work with minimal supervision.
Ability to lift and open manhole covers using proper safety techniques and equipment.
Ability to enter confined spaces to investigate objectionable and/or hazardous odors.
Ability to safely operate a motor vehicle.

The selection process will consist of a competitive examination with credit for education.
A passing score must be obtained on the competitive examination in order to receive credit for education.
TEST WEIGHTS:
Competitive Examination 80%, Education 20%.
Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.
NOTE:
The competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates.
The candidates will then be ranked in a standard manner based on 80% for qualifying and 20% for education.
Since this examination is posted on a combined basis, two separate eligibility lists will be generated with promotional candidates considered before open candidates.
RESIDENCY:
Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades.
VETERANS:
A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to his/her passing grade, must submit proof of discharge in the form of a DD-214 with application.
DRIVER'S LICENSE:
An applicant having a valid driver's license from another state will be accepted conditionally provided that, if selected, an Ohio Driver's License must be obtained prior to appointment.
Candidates having six or more points on their driving record at the time of appointment will be disqualified from further consideration.
