    In this newly created role with the Auditor's Office, you will guide the development of the department's first formal communications program.

    As Communications Manager, you will be responsible for communications and marketing strategies for both internal and external audiences.

    You'll serve as a member of the department's Executive Team and will be involved with everything from media relations and crisis communications to improving our customers' experience with our services.

    Elections.

    Pierce County is one of the top vote-by-mail counties in the United States.

    The Elections Division manages more than half a million registered voters, and we conduct up to four federal, state, and local elections each year serving 114 jurisdictions and more than 500 elected offices.

    We are busy year-round managing a central ballot processing facility and vote center in Tacoma as well as 51 (and counting) secure ballot drop boxes throughout the County.

    Our customer service team updates voter registration rolls daily.
    Recording.


    The Recording Division receives, indexes and records public documents such as deeds, maps, mortgage materials, easements, powers of attorney, liens and military discharge papers.

    We process anywhere from 100,000 to 200,000 public documents each year depending on market conditions. We collect excise tax payments on the sale of real property.
    Licensing.


    The Licensing Division provides auto and boat title services such as tab renewals, trip permits, license plate replacement and more.

    How to be Successful in the Role:

    Your success will stem from your ability to serve as a strategic communications advisor at the highest levels of the department as well as your understanding of the importance of both internal and external communications to the operations of an organization.

    Your success also will come from your ability to assess communication needs, refresh branding, update our website, and write, edit, and produce different materials using a variety of mediums.

    Your skills will be focused on our divergent portfolio of services including Licensing, Recording, high-profile Election issues and the newly established Pierce County Opioid Abatement Council.

    Core Daily Responsibilities:


    Plan, organize and direct internal and external communication strategies and programs for the Auditor's Office including the disparate, complex, and highly regulated business functions of Elections, Recording, Licensing, and the Pierce County Opioid Abatement Council.

    Serve as a member of the Auditor's Office Executive Team and participate in strategic planning and culture-building activities.

    Supervise staff and coordinate activities of a designated unit; determine work procedures, prepare work schedules and determine methods for expediting workflow; assign, review and approve the work of subordinate staff; conduct performance evaluations and develop performance measures and standards.

    Assist in developing the communications budget, control, and monitor expenditures, including grantfunded work and external contracts.
    Manage and maintain brand identities and key messaging for the Auditor's Office and Pierce County Elections.
    Advise the Auditor on public relations matters.

    Develop a wide variety of materials such as flyers, newsletters, presentations, grants, media statements, speeches, signage, web, and social media content.

    In collaboration with others on the management team, draft legislation, testimony, talking points, briefing sheets and other key communication pieces related to the Auditor's Office legislative work around Recording, Licensing and Elections issues.

    Act as the principal spokesperson for the Auditor's Office and manage all media inquiries including critical or sensitive requests such as those involving election issues.

    Plan and execute strategies for promoting positive stories across a variety of earned and owned platforms that raise awareness of the Auditor's Office's programs, initiatives, and services.

    Minimum Qualifications:
    A resume and cover letter are required for this position.
    Also required are 3 writing samples or a link in your resume or cover letter to an online portfolio. Samples should demonstrate skills in both strategy and tactics.
    Bachelor's Degree in communications, public relations, public administration, journalism or closely related field.
    5 to 7 years professional experience in communications, public relations, or marketing.
    2 years of supervisory experience.

    Additional education and experience which clearly indicates the ability to perform the essential functions of the classification may substitute on a year-for-year basis.


    Preferred Qualifications:
    Experience working for an elected official and/or a government agency.
    APR (Accredited in Public Relations) designation.
    FEMA or related PIO crisis communication certification.

    Compensation range is $98,819.54 to $133,267.
