Duties:


As a
Supervisory Contract Specialist, you will:


  • Serve as a principal Contracting Officer within Headquarters and Field with delegated authority to obligate millions of dollars annually in support of assigned programs.
  • Direct and supervise the overall progression of all work assigned to subordinates, which includes planning, negotiation, award, administration, and closeout of various types of contractual vehicles.
  • Provide advice, coordination, oversight, and approval of work performed by subordinates, including such tasks as cost estimating, cost accounting, and establishment of award fees as applicable.
  • Serve as the CPO and DCPO representative in highlevel meetings with senior officials from the Department and Industry, as well as in conferences and negotiation sessions with highlevel program and public/private industry officials.

The official duty station for this position will be in
Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.


Key Requirements:


  • Must be U.S. Citizen or U.S. National.
  • A one year probationary period may be required.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.

Specialized Experience:For the
GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the
GS-14 grade level in the Federal service

Experience may have been gained in either the public, private sector or
volunteer service

Education:


Basic Requirements for GS-13 and Above

A. At least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B.A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions:

Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.

This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.

However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency.
