    The Homelessness Response System (HRS) Manager will lead collaborative work across local governments and La Crosse County communities to achieve homelessness "functional zero" in La Crosse County. The Manager will accomplish this by leading the La Crosse County vision and strategy across all phases and domains of the HRS to ensure a unified, integrated, and effective approach. This will require ongoing coordination and communication with internal and external stakeholders, leveraging best-in-class practices, tools, and frameworks to achieve and sustain desired outcomes.

    Salary Range: $84,864 - $109,137

    Essential Job Functions

    ESSENTIAL JOB FUNCTIONS:

    Facilitates the establishment of a clear vision, operating principles, goals, objectives, and performance measures for the HRS, leveraging the use of real-time data dashboards.

    Defines, assigns and coordinates workstreams in accordance with the City/County Homelessness Response Plan (HRP).

    Builds on City/County HRP to develop countywide vision and strategies.

    Oversees the work of the HRS Services Coordinator (a City-hired position), ensuring alignment of day-to-day system operations with the HRP.

    Creates and maintains a unified countywide financing strategy for homelessness response that provides transparency and awareness of dedicated funding sources from state, federal, local government, and philanthropic organizations.

    Consults with the Human Services Deputy Director and the department's management team in the planning, coordinating, development, integration, and execution of the HRP in La Crosse County and assists management and employees with the interpretation and correct application of the Countywide HRP policies, procedures, and programs.

    Develop strategies that drive results, by staying current in related state and federal policies and applying, research-informed, practices.

    Builds strategic partnerships to improve effectiveness and maximize desired outcomes, including ongoing coordination and communication.

    Attends various committees and meetings to represent La Crosse County Human Services at the county, regional, or state level. In addition, may also serve as a member of various local, regional, or state committees.

    Develops effective and inclusive change management strategies, frameworks, and project plans.

    Uses communication skills to partner with leaders across organizations to align on the vision and strategies for ending homelessness in La Crosse County by achieving functional zero. Partners include, but are not limited to housing agency leaders, stakeholder agency leaders, surrounding counties, state-level agency staff and officials, state and federal legislators, city and county departments, public and private funders, media, and area businesses.

    Develops, composes, and organizes a variety of professional-level narratives, reports, and correspondence.

    Responsible for data collection and preparation of reports on services as required by the Director/Deputy Director, Human Services Board, City Executive leadership, and public.

    Prepares Exception Analysis reports to the Human Services Board regarding deviations from the approved budget or program standards.

    Participates in the Human Service Department Management Team by attending meetings, performing tasks assigned by the Deputy Director, and working in collaboration with other sections of the Department to facilitate the consistent and effective operation of the Human Services Department as a whole.

    Prepares annual budgets. Monitors budget expenditures and makes appropriate recommendations regarding expenditures, surpluses, and deficits.

    Oversees the preparation of requests for proposals and contracts and service providers are monitored against contract terms.

    Training, Experience and Other Requirements
    • Graduation from an accredited college or university with a master's degree in public administration, social work, or closely related field.
    • Minimum 5 years' experience and demonstrated competency in using vision and strategy to lead and oversee the implementation of a new program within the organization and across stakeholder groups to achieve integration into operations.
    • Preference for project management expertise and experience implementing human service programs.
    • May consider other relevant combinations of education and experience that provide equivalent knowledge, skills, and abilities.
