    Description

    Primary Purpose:


    Supervise and coach elementary school principals to provide an effective, high-quality leadership program while ensuring compliance with federal, state, and local requirements.

    Collaborate across district-level departments to support campuses in achieving district, board-level, and collaborative vision goals for elementary schools.


    Education / Certification:

    • Valid Texas Principal's certificate.
    • Master's Degree required, Educational Administration preferred.
    • Certified Texas Principal Evaluation & Support System (TPESS).

    Special Knowledge / Skills:

    • Knowledge of elementary principal's responsibilities and duties.
    • Knowledge of acceptable research methods and practices.
    • Knowledge of federal and state special programs law.
    • Ability to evaluate instructional leadership and effectiveness.
    • Ability to implement policy and procedures.
    • Ability to research, analyze, and interpret data and write reports.
    • Ability to make oral and written presentations.
    • Ability to manage budget and personnel.
    • Ability to coordinate district instructional leadership functions.
    • Strong organizational, communication, and interpersonal skills.

    Experience / Other Requirements:

    • Three or more years of experience as an elementary principal preferred, two year of experience as an elementary principal required.
    • Personal cell phone is required to handle district related business, including after hours, or when away from the office on district business.

    Major Responsibilities and Duties:
    Leadership Development


    • Provide opportunities for comprehensive professional development for elementary principals and assistant principals.
    • Work cooperatively with principals and department supervisors.
    • Participate in district planning committees
    • Provide leadership and assistance to elementary campus administrators in matters dealing with state accountability.
    • Provide leadership and assistance to district attendance officers in matters dealing with student attendance
    Communications


    • Demonstrate skill in conflict resolution with parents, elementary principals, teachers, staff, and community.
    • Coordinate effective communication with district personnel, community stakeholders, other school systems, agencies, and professional and community groups.
    • Collaborate across district-level departments to ensure district goal attainment is met.
    • Maintain high level of visibility on elementary school campuses and maintain open lines of communication with parents, students, and teachers.
    • Provide assistance and/or support as needed to elementary school students, parents, and community members of CISD.
    • Attend and participate at board meetings and principal meetings.
    • Keep superintendent informed concerning opportunities, needs, and operation of elementary schools as it relates to instructional leadership requirements.
    • Support board policy and board action with the superintendent, staff, campus personnel, and community as applicable.
    Policy, Reports, and Law


    • Recommend sound policies to improve high school instructional leadership programs.
    • Implement the policies established by federal and state law, State Board of Education rule, and local board policy as applicable.
    • Compile, maintain, and file all physical and computerized reports, records, and other documents as required.
    Budget and Inventory


    • Administer the department budget, if applicable, and ensure that programs are cost effective and managed prudently.
    • Compile budget and cost estimates based on documented program needs.
    Personnel Management


    • Promote collegiality, teamwork, and collaborative decision making among staff.
    • Evaluate job performance of elementary school principals to ensure effectiveness.
    • Participate in the recruitment, selection, and training of elementary school principals and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal.
    Professional Goals & Growth


    • Expand leadership skills and knowledge base through self-initiated professional development activities.
    • Demonstrate leadership in the educational profession through active involvement in professional organizations.
    • Monitor professional research and disseminate ideas and information to other professionals.
    • Conduct oneself in a professional, ethical manner in accordance with Comal ISD Standards of Conduct and complies with the Texas Education Agency Code of Ethics.
    • Perform other duties and accept other responsibilities as assigned.
    • Assist the Executive Director of Leadership and Accountability and the Assistant Superintendent of Teaching, Learning, and Leadership.
    • Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records.

    Supervisory Responsibilities:
    Supervise and evaluate the performance of elementary school principals.
