SUMMARY DESCRIPTION:


Under direction of the associate superintendent in the Office of Finance, determines staffing allocations and operating budget funds for all elementary, middle and high schools, based on current staffing and funding guidelines.

Collaborates with multiple offices to provide leadership and support for development, management, and monitoring of the K-12 operating budget resources.

Coordinates and implements position management activities between offices related to allocation of K-12 position. Facilitates gathering of stakeholder input with respect to the development and resource allocation of the K-12 operating budget. Ensures alignment between K-12 resources and the school system strategic plan.

Collaborates with associate superintendents and other system leaders to ensure resources are allocated appropriately to meet the needs of schools.

Provides ongoing training and support to the Office of School Support and Well-Being with respect to resource allocation, class size reports, and implementation of resources for schools.

Uses information and data systems to support decision-making processes and to keep histories of records to assist in decision-making.

Studies data trends and coordinates school visits to determine if adjustments need to be made to allocations from year to year.

Keeps the associate superintendent of finance apprised of matters related to the K-12 operating budget, finances, staffing, resources, and other operational issues.

Prepares correspondence in response to requests from members of the Board of Education, parents, or other stakeholders, along with correspondence to school principals and school fiscal agents Presents K-12 allocations and budget information at Board of Education meetings.

Manages and problem-solves day-to-day issues related to allocations, school use of resources, and school operating budget funds. Serves as a conduit between schools and central offices. Serves as lead member in the Office of Finance for the Student-based Budgeting pilot. In addition to working with a variety of stakeholders, this position also directly supervises staff within the division.

KNOWLEDGE, SKILLS, and ABILITIES:

Thorough knowledge of Montgomery County Public Schools (MCPS) policies and regulations, strategic priorities, and financial manual.

Experience in school administration, and business operations; plus, knowledge of and experience with organizational and leadership theory, MCPS kindergarten through Grade 12 instructional programs, strategic planning, spreadsheets and database management, and data analysis.

Excellent facilitating, planning, organizational, communication, and interpersonal skills. Highly skilled in processing, analyzing, and reviewing detailed financial data. Ability to effectively work with school and system leaders. Ability to prepare and present information. Ability to and interest in working with large scale data sets.

Knowledge of or ability to quickly obtain knowledge of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).


EDUCATION, TRAINING, and EXPERIENCE:

Master's degree from an accredited college or university in school or business administration, or related field required.

At least five years of recent experience in a responsible business financial administrative position in a large public service organization, with extensive experience in staffing, data analysis, budget development and analysis, and management of financial resources.

Experience with project management, business systems, and strategic planning preferred. Experience synthesizing complex detailed financial data. Experience as a school-based administrator preferred. Familiarity with school operations, school scheduling, and school finance from a school-based administrator perspective.
