The Manager of Capital Program Budget and Project Control will display the following:

  • Collaborates with cross-functional departments within WMATA to provide budgeting, forecasting, financial guidance and controls for multi-billion-dollar annual capital programs and multi-year capital projects.
  • Displays strong leadership and business knowledge to thoroughly understand financial and investment strategies of assigned capital projects.
  • Provides support to the Director of Capital Budget Management, and performs related duties as assigned.
  • Plans, directs, and reviews daily operations and activities of the Capital Budget assigned portfolio including development, management, and administration of capital budgets.

Minimum Qualifications

Education

  • Bachelor's Degree in Finance, Accounting, Economics, Business Administration or a related field

Experience

  • Eight, (8), years of experience in the Management or Analysis of project budgets, forecasts, schedules, and financial controls.

Certification/Licensure

  • Roadway Work Protection Level 1 within 60 days of hire

Preferred

  • Project Management Professional (PMP) certification
  • Master's Degree in Finance, Accounting, Economics, Business Administration, or a related field
  • Roadway Work Protection Level 1 within 60 days of hire
  • Eight, (8), years of experience in the Management or Analysis of project budgets, forecasts, schedules, and financial controls.

Summary


Under general direction, the Manager Capital Program Budgets and Project Controls manages and supervises the operations and activities of the Capital Budget Division including development, management and administration of capital budgets, funds and accounting.

The incumbent partners with multiple WMATA departments, programs, and projects to provide funding, financial guidance and controls to the multi-billion-dollar annual capital program.

Provides analysis and recommendations for allocation of funds to capital program needs; coordinates assigned activities with other divisions, departments, and outside agencies; provides support to the Director of Capital Budget Management; and performs related duties as assigned.


The Manager Capital Program Budgets and Project Controls directs, through subordinate professionals, the daily operations and activities of the Capital Budget assigned portfolio including the development, management and administration of capital budgets.


ESSENTIAL FUNCTIONS

  • Develops the annual and 6year budgets for the assigned portion of WMATA's multibilliondollar annual Capital Program required by the WMATA Compact to establish funding and priorities for the capital program
  • Coordinates closely with staff and project managers on numerous projects to understand project needs and risks, and to forecast changes to budgets that arise from changes in scope, schedule, and cost that evolve as projects progress; prioritizes and identifies funding for these emerging needs. Ensures adjustments to projects and project costs are made within the Boardapproved limits on the capital budget.
  • Reviews, approves or denies, as appropriate, procurement requests for assigned portion of WMATA's Capital Program to ensure that capital dollars are spent only on approved purchases and in a manner that is compliant with the conditions and requirements of each source of funds for the capital program.
  • Manages capital program reporting, both internal and external, to oversight and funding agencies, and provides information to executive leadership to inform priorities and decisions. Provides information required by funding agreements with the Federal Transit Administration and local municipalities.
  • Plans, directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.
  • Monitors capital program accounting to ensure the accuracy of project expenditures, accruals, monthend and yearend closing, and financial data for the capital program. Coordinates with Funding Management to ensure proper fund sources are being applied to the capital program to ensure all project expenses are accounted for within GAAP and are available to be compliantly funded with eligible fund sources.

OTHER FUNCTIONS

  • Serves as a business partner and resource, and the ultimate financial authority, for numerous project managers across WMATA for over $1 billion annually in capital investment.
