Under the general supervision of the City Engineer and the Lead Construction Inspector, the Construction Inspector is responsible for conducting inspections of construction projects, civil site work, requirements, relevant ordinances, project plans, drawings, and specifications.
Essential Functions of Work
Conducts inspections relating to construction projects such as properties, subdivisions, civil site projects, roadway resurfacing, storm sewers, sidewalks, and driveway approaches
Inspects construction work performed and ensures that the methods, techniques, and materials used are in accordance with approved plans submitted and relevant codes, requirements, and ordinances.
Inspects for conformance to applicable standards and specifications and city code compliance.
Interprets various zoning codes, and answers questions regarding same.
Participates in final inspection of work performed/completed.
Prepares and maintains inspection records to ensure incorporation of all relevant documentation and the recording of daily usage/operation of materials/equipment and work performed while noting problem areas and or corrections as required.
Provides input to public inquiries regarding duties, construction projects and/or regarding standards, specifications, and city-zoning code.
Signs inspection approval cards and reports that have been approved by the appropriate inspection personnel and/or acceptance of public improvements.
May attend training sessions, seminars, classes, and workshops to keep informed of ongoing changes in the field, new codes and regulations, or to maintain a valid certification(s).
KNOWLEDGE, SKILLS & ABILITIES
Ability to interpret technical reference manuals, e.g., American Association of State Highway and Transportation Officials (AASHTO) regulations and procedures, City Construction and Subdivision Standards, City of Columbus Construction Standards, the Ohio Department of Transportation's Construction, Materials Specification Manual, American Society of Testing Materials (ASTM) and Ohio Building Code (OBC) as they pertain to duties.
Work involves standardized tasks, and processes and operates following established laws, rules, processes procedures, and best practices for construction.Considerable knowledge of the building construction methods and materials.
Knowledge of basic building components, structures, and design.
Ability to follow written and oral instructions.
Ability to read and interpret construction plans, building plans, blueprint maps, and specifications.
Ability to communicate effectively, both orally and in writing in the English language.
Ability to develop rapport with representatives of private/public entities and the general public, while maintaining the professional standards of the City
Typical Qualifications
High School Diploma or GED equivalent (Associate's Degree in Civil Engineering Technology preferred) and considerable progressively responsible public works construction or inspection experience in heavy highway, underground utility, residential and commercial site work, or any equivalent combination of education and experience.
Knowledge of public works construction concepts, principles, methods, practices, and procedures.Full-Time Employees (Non-Union)
HEALTH BENEFITS
Employees are eligible to enroll in health insurance, vision, and dental benefits. Benefits start the 1st day of the month following the employee's start date.
LIFE INSURANCE
The City pays 100% of the premium on a $100,000 life insurance policy for employees.
RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Retirement System (OPERS) and the employee contributes 10%.
VACATION
Employees accrue two weeks of vacation in their first year of employment. The City recognizes prior Ohio public service to establish vacation accruals.
Vacation Accrual Rates
1 Year - 3.1 hours per pay period (80 hours per year)
5 Years- 4.6 hours per pay period (120 hours per year)
10 Years- 6.2 hours per pay period (160 hours per year)
15 Years- 7.7 hours per pay period (200 hours per year)
PERSONAL LEAVE
New Employees receive one personal day for every four months employed. These days are to be used within the calendar year.
HOLIDAYS
There are 12 holidays recognized by the City.
SICK LEAVE
Employees accrue 3.1 hours of sick leave per pay period for a total of 80 hours per year.
