The Program Manager sets program strategy and tactical direction for multifunctional teams and is responsible for cost, schedule, technical performance, and customer satisfaction.

These program pursuits require familiarity with training, logistics, field engineering operations and proposal generation.

The Program Manager responds to rapidly changing program-critical needs and interfaces with internal support organizations, suppliers, subcontractors, as well as international and domestic commercial and government customers.

This includes interfacing with F135 IPTs, Collins Aftermarket and other Business & Cost Account Managers. The Manager works both independently and will lead internal teams.

This is a hybrid role located in Windsor Locks, CT. Ratio of time spent on-site will be discussed with the manager.


Primary Responsibilities:


  • General Program Management responsibilities
  • Cost and schedule responsibility for the F135 repair development and service limit development
  • Works with the USG and Military Service Branches as the face of Collins and as a leader for F135 repair development team
  • Works to achieve established repair development financial targets and metrics.
  • Develops and reviews shortterm and longterm repair development goals and objectives to ensure alignment with USG contract deliverables.
  • Develops and negotiates F135 repair development contracts and agreements with the USG, suppliers, and other organizational entities to ensure that Collins interests are protected.
  • Represents the organization to internal and external stakeholders in order to present a positive image of the organization.
  • Manage several F135 Engine Program Cost Accounts as a CAM (Cost Account Manager)
  • Support Latest Estimate (LE) /Sales Plans
  • Develop realistic sales commitments based on schedule and milestones
  • Monitor and manage resources to ensure compliance to committed sales plan
  • Identify Risk and Opportunities to the sales plan
  • Support F135 Proposal efforts
  • Develop compliant BOE's (Basis of Estimates)
  • Support negotiations
  • Support follow on sweep initiatives

Qualifications/ Experience Needed:


  • Typically requires a University Degree and minimum 8 years prior relevant experience
    or **an Advanced Degree in a related field and minimum 5 years of experience
    or in absence of a degree, 12 years of relevant experience
  • U.S. Person (U.S. citizen, permanent resident, refugee or asylee)

Preferred Qualifications:


  • Engineering degree.
  • Military Program Earned Value Management (EVMS) experience.
  • Experience managing and prioritizing multiple projects with competing priorities.
  • Customer facing experience.
  • Experience presenting to Leadership and Customers.
  • Process improvement and process development experience.
