    Overview


    The Physical Security Professional is responsible for overseeing the development, implementation, and maintenance of comprehensive security measures related to access control systems, locks, and keys at PNNL.

    This role involves managing the administration of access control software applications, managing the administration of locks and keys, and implementing protocols for cipher lock systems.

    The incumbent will collaborate with stakeholders to establish and enforce security policies and procedures, conduct audits to identify vulnerabilities, and provide technical support and training to staff members on security practices.

    The position requires a thorough understanding of physical security principles, strong analytical skills, and the ability to ensure compliance with regulatory standards and security protocols.

    Responsibilities


    • Assist in the administration of PNNL's access control systems, including user management, access levels, permissions, and system settings.
    • Monitoring system performance, identifying issues, and troubleshooting technical problems related to the Lenel system, including investigating and resolving access control system alarms, events, and discrepancies.
    • Coordinating with other security systems and platforms to ensure seamless integration with the Lenel system, as well as assisting in the expansion of the system to accommodate growth and evolving security needs.
    • Contributes to updating policies and procedures specific to the operation and maintenance of the Lenel access control system, ensuring compliance with regulatory requirements and best practices.
    • Providing training and support to system users and administrators on effectively using the Lenel system, developing training materials, and conducting user education sessions to promote system proficiency and adherence to security protocols.
    • Managing the administration of locks, keys, and cipher systems, including overseeing key issuance, tracking key usage, and maintaining key inventory to ensure secure access control.
    • Implementing and maintaining software applications related to locks and keys, such as key management systems, to facilitate efficient tracking, auditing, and reporting of key activities.
    • Collaborating with stakeholders to develop and enforce policies and procedures governing the use, distribution, and storage of keys, locks, and cipher materials, ensuring compliance with security protocols and regulatory standards.
    • Conducting regular audits and assessments of lock and key systems, identifying vulnerabilities, and implementing corrective actions to mitigate security risks and enhance system integrity.
    • Providing technical support and training to staff members and security personnel on the proper use, maintenance, and troubleshooting of cipher lock systems, promoting awareness of security practices and protocols.
    Qualifications


    Minimum Qualifications:

    • BS/BA and 5 years of relevant experience -OR-
    • MS/MA or higher and 3 years of relevant experience -OR-
    • AA and 14 years of relevant experience -OR-
    • HS/GED and 16 years of relevant experience.
    • Qualifying experience supporting the areas of: technology protection, facility security, access control, information security, technical security, personnel security, compliance surveys and assessments, risk assessment, incident investigation and response, or patrol operations and alarm response may be counted. Experience must be through work with Department of Energy, Department of Defense, Homeland Security, intelligence community or military operational security, investigations, federal/state/local law enforcement or commercial/industrial security.

    Preferred Qualifications:

    • Bachelor's degree in electrical engineering, computer science, information technology, or a related field, or equivalent practical experience. Professional certification in access control systems administration, such as Lenel OnGuard certification, or equivalent.
    • Demonstrated experience in configuring, maintaining, and troubleshooting Lenel access control systems, including user management, access levels, and permissions, door schedules, and holiday schedules.
    • Proficiency in integrating Lenel access control systems with other security platforms and systems to ensure seamless operation and scalability.
    • Experience in developing and implementing policies and procedures specific to access control systems, ensuring compliance with regulatory requirements and best practices.
    • Strong communication and interpersonal skills, with the ability to provide training and support to system users and administrators on the effective use of Lenel access control systems and related software applications.
    • Familiarity with lock, key, and cipher systems administration, including key issuance, tracking, inventory management, and software applications related to locks and keys.
    • Knowledge of security protocols and regulatory standards governing the use, distribution, and storage of keys, locks, and cipher materials.
    • Experience conducting audits and assessments of access control and lock/key systems, identifying vulnerabilities, and implementing corrective actions to mitigate security risks and enhance system integrity.
    • Ability to collaborate effectively with stakeholders, including staff members, security personnel, and external partners, to enforce security policies and promote awareness of security practices and protocols.

    This position requires the ability to obtain and maintain a federal security clearance.


    Requirements:

    • U.S. Citizenship
    • Background Investigation: Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
    • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

    Note:
    Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

    Testing Designated Position

    This position is a Testing Designated Position (TDP).

    The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

    HSPD-12 PIV Credential Requirement


    In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential.

    To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
