    Physical Security Professional 2 - Richland, United States - Pacific Northwest National Laboratory

    Overview

    Provide technical expertise, advice, and assistance associated with the development and operation of PNNL's Physical Security program.

    This may include analysis and interpretation of regulations, laws, and Orders from DOE and other government agencies; development of program policies, procedures, test plans, and reports associated with the program; assist with hardware installations and associated performance testing and maintenance of the security hardware; advise on solutions to high-risk physical security issues that impact Laboratory strategy.

    The key Physical Security program areas include security areas and boundaries, intrusion detection, campus cameras, locks and keys, ciphers, prohibited and controlled articles, and secure storage.

    Responsibilities

    The incumbent is expected to operate independently with increasing responsibility over time.


    Key areas of responsibility include:

    • Engaging in strategic planning and risk management
    • Providing exceptional customer support
    • Efficiently allocating resources
    • Collaborating on projects and developing schedules for program areas managed by others
    Representing PNNL and fostering strong working relationships with Laboratory staff, management, contractor organizations, and academic institutions.

    Qualifications


    Minimum Qualifications:

    • BS/BA and 2 years of relevant experience -OR-
    • MS/MA or higher -OR-
    • AA and 12 years of relevant experience -OR-
    • HS/GED and 14 years of relevant experience.
    • Qualifying experience supporting the areas of: technology protection, facility security, access control, information security, technical security, personnel security, compliance surveys and assessments, risk assessment, incident investigation and response, or patrol operations and alarm response may be counted. Experience must be through work with Department of Energy, Department of Defense, Homeland Security, intelligence community or military operational security, investigations, federal/state/local law enforcement or commercial/industrial security.

    Preferred Qualifications:

    • A degree in Electrical Engineering, Systems Engineering, Information Systems, or Information Technology.
    • Comprehensive understanding of physical security principles and concept.
    • Proven experience in designing, implementing, or managing security systems including mechanical and electronic access controls, intrusion detection, cameras and video assessment, alarm monitoring, or other security sensors.
    • Familiarity with DOE Orders.
    • Strong proficiency in written and verbal communication.
    Additional Information

    This position requires the ability to obtain and maintain a federal security clearance.


    Requirements:

    • Background Investigation: Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
    • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

    Note:
    Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

    Testing Designated Position

    This position is a Testing Designated Position (TDP).

    The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

    HSPD-12 PIV Credential Requirement


    In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential.

    To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

    Mandatory Requirements


    Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a "country of risk" without explicit approval by DOE and Battelle.
