    Basic Function

    Under the direction of the Director of Community Development, the Building Official oversees the activities of the Building Division and has responsibility for the administration, interpretation, and enforcement of the City building codes; and, to other general health or safety matters under the jurisdiction of the City. The Building Official manages the activities of the Building Division, including plan review and building inspection; ensures all construction and occupancy activity meets applicable laws and regulations; focuses on integrating all development services in a manner that results in an exceptional experience for customers; exercises direct supervision over assigned staff; serves as a technical resource; manages consultant resources; and, coordinates assigned activities with other departments and outside agencies.

    Essential Duties and Responsibilities

    Performs plan reviews and field inspections as necessary. Provides code interpretations and direction to Plans Examiners and Building Inspectors on difficult or unusual situations.

    Analyze life safety issues and interpret code sections; issue correction notices and stop work orders, as appropriate.

    Manage and participate in the development and implementation of goals, objectives, policies and priorities for the building division; manage the workload of inspection staff.

    Coordinates assigned activities with other City departments, divisions and outside agencies/

    Oversee the City's electrical inspection program.

    Assist the public with construction and development requirements; respond to citizen complaints and inquiries regarding code requirements and resolve significant and controversial conflicts and issues.

    Select, assign, supervise and evaluate the performance of assigned personnel; provide for proper training of staff to maintain current knowledge of inspection codes, ordinances, policies and procedures; coordinate assignments to assure optimal use of available personnel and resources; comply with City and department policies, procedures, and guidelines; hold all staff accountable for performance of job duties.

    Manage and participate in the development and administration of the Building Division budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary.

    Serve as a liaison for the Building Division with other City departments, divisions, contractors, and builders.

    Administer, interpret, and enforce the provisions of the building code and other municipal regulations as they apply to building matters.

    Research trends and developments and recommend revisions to City codes, ordinances and regulations pertaining to code enforcement and inspection services; evaluate and implement code compliance strategies, programs, policies and procedures.

    Visit job sites to observe and evaluate construction inspection activities; assist inspectors as needed on-site to analyze and evaluate site conditions; provide final determination on complex code issues.

    Direct and participate in preparing and maintaining records and reports related to inspections, enforcement, budget and revenue projections; compile and distribute statistical data as required.

    Review staff reports and generate periodic reports of section activities; maintain inspection records consistent with record retention requirements.

    Conduct staff meetings and attend Council and other City and department meetings; prepare oral and written reports and make presentations as requested.

    Represent the City at meetings, including International Code Conference (ICC) and the Washington Association of Building Officials (WABO).

    Operate office equipment and a City vehicle to perform assigned duties.

    Maintain regular, reliable and punctual attendance.

    Manages consultant contracts for plan review, inspections, and other related services.

    Other duties as assigned.

    Education and Experience

    Any combination of education and experience equivalent to:
    • Bachelor's degree in architecture, engineering, construction management, or related field.
    • Five or more years of progressively responsible experience as a building official, plans examiner, building inspector, engineer, architect, contractor or related, including two (2) years of supervisory experience.
    Licenses and Other Requirements:
    • Valid ICC certificate as a Building Official and Plan Examiner, or ability to obtain within 6 months.
    • Valid Washington driver's license.
    Knowledge and Abilities

    Knowledge of:
    • All stages of building construction, including standard practices, techniques, and methods used in building design and construction.
    • Applicable federal, state, and local laws, codes, regulations and policies.
    • Field inspection techniques and procedures and plans examination process.
    • Budget preparation and control.
    • Principles and practices of supervision, training, and evaluating performance.
    • Oral and written communication skills.
    • Building code standards and other laws and regulations that govern the design and occupancy of buildings.
    • Interpersonal skills using tact, patience and courtesy.
    • Basic principles of structural design, engineering mathematics, and soil engineering. Methods and techniques of effective project management, contract administration, and technical report preparation and presentation.
    • Modern office practices and technology, including personal computer hardware and software and permit tracking systems.
    Ability to:
    • Plan, organize, and coordinate plan review and field inspection activities.
    • Assure proper enforcement of building codes to protect lives and property.
    • Train, supervise and evaluate personnel.
    • Understand construction drawings and construction principles.
    • Read and interpret plans and other technical documents.
    • Work independently with little direction.
    • Prepare and maintain accurate records and files. Develop and implement strategic goals and priorities for the division. Use computer technology and applications in the performance of daily activities, including permit tracking and electronic plan checks. Establish and maintain cooperative and effective working relationships with others.
    • Analyze situations accurately and adopt an effective course of action.
    • Communicate City processes, technical information, and requirements effectively, both orally and in writing with builders, contractors, and the general public.
    • Prioritize and schedule City resources.
    • Meet schedules and timelines.
    • Mediate conflicts, deescalate applicants who may be angry or upset, and successfully navigate disputes and high-stress situations.
    • Demonstrated ability to positively and effectively interact with diverse individuals.
    Environmental Conditions/Physical Effort:
    Work is typically performed in an office and field environment and may require travel to a variety of locations to complete work. Performs sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Employee may be exposed to noise from basic office equipment operation, working outside in all weather conditions and to conditions and hazards from obstacles, heights and open trenches associated with construction sites.
