DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

Lead a team of technology and operations professionals to provide asset management and GIS expertise for storm water (open and close system) and traffic utilities to support the executive, engineering, technical, and operations sections.

Support field maintenance personnel in daily operations and projects including technology tools, solutions, and training. Responsible for managing projects associated with data collection, operations, and other tasks. The role qualifies for the hybrid schedule.


RESPONSIBLITIES:
Manage upkeep of the storm and traffic utilities infrastructure data in the service line's inventory. Ensure accuracy of information in mapping platforms and other technical solutions. Supervision, coordination, and scheduling of GIS staff, consultants, contractors, interns, and volunteers. Evaluates performance of GIS staff, consultants, contractors, interns, and volunteers. Provide recommendations for budgeting, hiring, and termination of staff. Manage project contracts and budget, reviews data, and coordinates with staff and contractors to resolve issues.

Utilize GIS and other technology to improve workflows, solve complex needs, run analysis, and share data for various types of projects (coordinates with various personnel).

Coordinate with various stakeholders on asset management system. Assists with the response to inquiries from City and public.

WORKING CONDITIONS
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions.

The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

Occasional Field Data collection supervision and training will require exposure to heat and cold, as well as unpleasant odors.

This is a Houston Public Works Emergency Management position at the Tier III Level.

MINIMUM REQUIREMENTS:


EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Geographic Information Science, Planning, Geography, Computer Science or a closely related field.


EXPERIENCE REQUIREMENTS
Four years of professional experience working with a comprehensive geographic information system are required.


Professional experience working with a comprehensive geographic information system may be substituted for the degree requirement on a year-for-year basis.
