    Hiring Range

    The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $83,400 - $155,800. The budgeted salary range that the University reasonably expects to pay for this position is $95,800. - $110,000.

    About the Job

    Reporting to the Associate Director of Budget and Cost Policy, the Cost Policy Analyst position has primary campus-wide responsibility for the following areas: Facilities and administrative (F&A) rate development and cost analysis; costing Policy & Analysis including facilitating the establishment of recharge rate. The incumbent is responsible for the calculation, documentation, proposal development of the campus F&A cost rates for contracts, grants and cooperative agreements, costing impacts related to campus sales and service activities.

    Key Responsibilities:

    1. Recharge Rate Development Process: Facilitates and leads campus recharge advisory group meetings. Holds primary responsibility for specific costing projects, such as the development of recharge rates, scope of special rate application, conversion to direct charging, cost-sharing alternatives, special waiver situations, development of and justification for special rates, and financing alternatives.
    2. F&A Rate: Performs highly complex and advanced analysis techniques, understands past performance, and determines present and future performance and/or resource allocations. Plans and develops campus Facilities and Administrative (F&A) cost rate proposals and negotiation strategies. Completes other analytical assignments on F&A cost recovery and campus allocations.
    3. Calculate and manage a campus-wide composite benefit rate (CBR), General and Employment Liability (GAEL) Assessment rates, Vacation Leave rate, and an Administrative Cost Recovery.
    4. Leads the development of policies and procedures on recharge activities and other income-producing activities, determinations of whether campus policies and procedures comply with Federal costing regulations, and the planning and organization of committee actions. As needed, participates in responses or assists Audit and Management Advisory Services, Financial Services, and other campus units in responding to Federal review/audit findings and recommendations.
    5. Develops and makes recommendations on internal cost policy / procedural changes that affect functional areas. Reviews and makes recommendations on campus and University policies and proposed federal regulations in relation to Cost and Recharge policy. Maintains the campus policy on F&A cost rate development. Develops and provides campus data to outside organizations and agencies.

    Qualifications

  • Bachelor's degree in related area(required); and/or
  • Advanced degree in related area (preferred); and
  • 5 years of related experience (required); or
  • 9 years of related experience/education (required); and
  • Certified Public Accountant (preferred).
  • Critical Knowledge, Experience, and Competencies:

  • Advanced knowledge of finance policies, practices, and systems.
  • Ability to identify, collect, and analyze information from multiple sources.
  • Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.
  • In depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.
  • Advanced interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail. In depth ability to use organizational skills to multi-task in a high-volume environment.
  • Ability to adapt to changing priorities.
  • Ability to function as a member of a team.
  • Advanced knowledge and understanding of internal control practices and their impact on protecting University resources.
