SUBSTANCE USE PREVENTION AND HARM REDUCITION DIVISION OVERVIEW
Many cities have been impacted by the overdose crisis, but Philadelphia has been hit especially hard.

The City of Philadelphia Department of Public Health has responded by creating the Division of Substance Use Prevention and Harm Reduction (SUPHR), a team focused on improving the health and well-being of people who use drugs in Philadelphia.


SUPHR has 10 teams:

Bereavement (Philly HEALs), Communications, Community Engagement, Environmental Services, Epidemiology, Harm Reduction, Medical, Neonatal Abstinence Syndrome (Philly LIFTS), Operations, and Overdose Fatality Review (OD Stat).

The team's mission is to prevent overdoses and other health issues by offering services and shaping policies to promote the dignity, autonomy, and health of people who use drugs.

To name just a few things, SUPHR offers overdose prevention trainings, support to families with babies born with NAS, and same day pay program focused on creating job opportunities while cleaning communities.

Since so many Philadelphians have been touched by the overdose crisis, SUPHR also provides counseling to children and adults who have lost someone in their life to an overdose.

Behind the scenes, SUPHR works with other City agencies, hospitals, and community groups to ensure that everyone is working together to combat stigma and encourage harm reduction efforts.

SUPHR recognizes that many communities have been dealing with substance use for a long time, and SUPHR is invested in giving communities the tools they need to keep people who use drugs, their loved ones, and the larger community healthy and safe.


JOB SUMMARY

JOB SPECIFICATIONS
Under the supervision of the SUPHR Division Director, the Program Evaluator will perform the following essential job functions:

  • Define and implement the evaluation plan for project activities.
  • Establishes criteria, indices, measures, and evaluation systems for the program.
  • Support the coordination of project evaluation efforts with other components.
  • Support the planning and development of measurable objectives, logic model, theory of change, etc.
  • Establishes the evaluation methodology pertinent to each aspect, standard or performance indicators.
  • Establishes performance measurement principles and methods to evaluate program or organizational performance using metrics and outcomes.
  • Prepares, maintains, and updates system data and produces a variety of reports.
  • Develop instruments for data collection.
  • Collect data, analyze information, and prepare reports.
  • Offer feedback on evaluation findings.
  • Establishes methods for disseminating findings from program evaluations through peer
- reviewed and other publications, conference abstracts, and clear communication material.

  • Coordinate and provide technical support in the development of plans, guides and protocols, as part of the strategy to institutionalize equity in health in the Department of Health.
  • Offer recommendations on their professional field to materialize the strategies of the project in the implementation of health equity.
  • Assist in the preparation and elaboration of public health reports and related to the social, economic, cultural dimensions, among others.
  • Work effectively with the staff of the various program units of the Department of Public Health, which includes epidemiologists, community engagement, harm reduction staff or other staff, as well as with external Stakeholders.
  • Will design, develop, and implement forms and instruments necessary for quality control, performance, and compliance with what is described above.
  • Will support the analysis and evaluation of operational performance for the establishment of priorities, identification of strategies, analysis of needs, drafting of plans, and development of goals and measurable objectives.
  • Will develop required and/or requested reports such as graphs, forms, reports, tables, proposals, presentations, among others as requested.

EDUCATION

  • Doctorate in Public Health, Public Administration, Social Work, or related field preferred but will consider a master's degree in public health, public administration, business administration, social work, or a related field.
  • 3 to 5 years of program evaluation experience required.

SKILLS/EXPERIENCE

  • Computer proficiency, particularly in MS Word, MS Excel, MS Teams, MS Outlook, and online research databases.
  • Excellent oral and written communication skills.
  • Effective management skills.
  • Excellent organizational skills.
  • A strong ability to maintain extremely sensitive and confidential information.
  • Ability to collaborate with Executive Staff.
  • Ability to host virtual meetings.
