Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service as a Labor Services Representative or Trainee 1/2; if you have less than one year, you must be reachable on the current Labor Services Representative eligible list for this location, if one exists.


70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 14 or higher determined to be similar by Civil Service.

Duties Description

Standard Duties:
As a Labor Services Representative/ Trainee within the Adjudication Services Office of the Unemployment Insurance Division, your duties will include:

  • Review incoming hearing requests submitted by claimants and employers.
  • Examine the fact finding done that resulted in the determination that the claimant/employer wants a hearing on. If the fact finding supports the issuance of the determination, the hearing request is passed on to a Snr Hearing Rep for file creation and then sent to the UI Appeal Board for scheduling of the hearing. If the determination is not supported by the fact finding, then the record is returned to the original adjudicating office for rework and any further actions needed as recommended by the LSR.
  • Conduct claimant and employer outreach to obtain additional facts pertaining to the determination to further support the determination or may result in a redetermination.
  • Perform clerical duties as needed to support the clerical unit staff.
You would provide information on resources available through the Department of Labor.
