    Description


    Under general supervision, to assist in the planning, coordination, and implementation of the activities, operations, and duties in support of the City's information technology network; research, install, configure, and maintain all components of the data network infrastructure; implement new systems, programs, and hardware and software upgrades; implement, monitor, and maintain network security; coordinate assigned activities with other departments and outside agencies; provide technical and complex staff assistance to the Information Technology Supervisor; and perform other duties as assigned.


    SUPERVISION EXERCISED
    Exercises no direct supervision of staff.


    Research, install, configure, and maintain all network hardware and software, including servers, broadband towers, WIFI access points, switches, routers, and firewalls, for functionality and security.


    Design, manage, implement, and upgrade network architecture including local area network (LAN) and wide area network (WAN) technologies to accommodate growing communication requirements.


    Troubleshoot network connectivity problems; monitor the performance of the network system; track possible problem areas affecting response time and prepare recommendations for correction of problems and improvement in performance.

    Manage multiple servers, workstations, and terminals, ensuring proper integration of these components with existing system architecture.


    Implement new systems, programs, and hardware and software upgrades; support technical requirements of software for users; identify, analyze, and resolve software and network problems.


    Maintain and support active directory servers and services by adding, removing, and/or editing users; create access rights to users and user groups; set up and maintain security through proper configuration and system access monitoring.


    Troubleshoot network connectivity problems; monitor the performance of the network system; track possible problem areas affecting response time and prepare recommendations for correction of problems and improvement in performance.


    Act as email administrator; maintain and monitor local servers, virtual machines and cloud; establish, maintain and update user group distribution lists; set up new user accounts and mailboxes; notify management of system errors and failures.


    Work with vendor representatives to identify and correct causes of hardware and software malfunctions and to perform enhancements; coordinate the work of outside consultants.

    Implement, monitor, and maintain network security; ensure proper user accessibility; oversee security procedures.

    Define and implement network disaster recovery; ensure hardware, software, and information protection and file integrity.

    Develop and implement backup policies and procedures; perform server and system backups.

    Develop, implement, maintain, and enforce policies and procedures for network administration.


    Serve as a technical advisor to other information technology staff and City staff; receive and respond to information technology issues related to areas of assignment; investigate, diagnose, and isolate problems; take appropriate action by either resolving the issues, referring to other information technology staff, or contacting a consultant/vendor; provide users with status updates on actions taken and timeline for resolution.


    Stay abreast of new trends and innovations in technology related to network operations; research, recommend, and evaluate vendor solutions and technologies; implement improvements; work with staff to maintain, revise, or improve operations and systems.


    Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff and implement improvements; work with City staff to maintain, revise, or improve the overall information technology operation.


    Write and maintain user and technical operating instructions and documentation; provide training to users and other technical staff and advise on best practices.

    Maintain records of network, server and related hardware inventory.

    Network and server infrastructure, storage, and security design, analysis, installation, and management methods and techniques.

    Network systems analysis and troubleshooting principles and procedures.

    Computer hardware and software applications, including network essentials, peripheral equipment, and network security.

    Design, operations, properties, and capabilities of networks and network cabling.

    Operating characteristics, capabilities, and limitations of computers and related peripheral equipment.

    Techniques and methods of writing and maintaining user and technical operating instructions and documentation.

    Principles and procedures of record-keeping.


    Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

    English usage, grammar, spelling, vocabulary, and punctuation.

    Modern equipment and communication tools used for business functions and program, project, and task coordination.

    Skill to :

    Operate, install, maintain, configure and troubleshoot a variety of highly technical computer equipment and peripherals.

    Install, repair and maintain computer information system networks.

    Operate modern office equipment including computer equipment and software.

    Operate a motor vehicle safely.

    Ability to :

    Troubleshoot and diagnose specific problems with the network, computers, and associated equipment.

    Provide recommendations on new or existing network and computer hardware and software systems.

    Perform complex diagnostic and technical service.

    Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.


    Understand, interpret, and explain network, server, and hardware and software application solutions to users; research technical materials to provide solutions to problems.

    Maintain and configure cyber security network systems.

    Research, develop, and recommend cost-effective technical system improvements.


    Prepare clear and concise reports, audits, correspondence, policies, procedures, technical documentation and other written materials; effectively present information and respond to questions.

    Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.


    Effectively represent the department and the City in meetings with individuals; governmental agencies; community groups; various business, professional, and regulatory organizations.

    Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.

    Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.

    Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.

    Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.

    Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

    Experience:

    Three to five (3-5) years of increasingly responsible experience in network management, computer systems, systems analysis or related experience.

    Training :

    Bachelor's degree from an accredited college or university in computer science, information technology or a related field.

    License or Certificate :

    Possession of an appropriate, valid driver's license and insurability at regular rates for the City's automobile insurance.

    Special Requirements:

    Essential duties require the following physical skills and work environment:

    May be required to work flexible hours, including evenings, weekends and holidays, as necessary for operations.

    Ability to work in a standard office environment; ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 50 lbs.; exposure to mechanical hazards and electrical hazards; ability to travel to different sites and locations.
