    GENERAL PURPOSE:


    The Clinical Director for Adult Ambulatory Mental Health and Wellness serves as a member of the Department of Psychiatry Ambulatory Leadership Team and the Community Division Leadership Team.

    The Clinical Director, in collaboration with the Medical Director of Adult Ambulatory Mental Health and Wellness, is accountable for ensuring that the services, including General Adult Ambulatory, Triage Team, Lazos Fuertes, and Deaf Wellness Center, meet all applicable regulatory and clinical standards for patient access and service delivery, documentation and treatment planning.

    The Clinical Director is also accountable for ensuring fiscal viability by ensuring adequate staffing levels of qualified staff and adequate infrastructure and processes for meeting productivity standards to meet clinical demand.

    The Clinical Director also engages in strategic planning and implementation of strategic initiatives in response to the evolving health care environment and payment structures.


    Subscribes to the Department's goal of creating a culturally competent environment by treating patients/families, trainees, research subjects and co-workers in a sensitive and caring manner with appropriate attention to cultural differences.

    Participates in available cultural competence events and trainings. Carries out responsibilities with considerable latitude for independent judgment. Fosters and enables a positive work environment by modeling the I CARE values.


    RESPONSIBILITIES:

    • Develop and implement processes for intakes, enrollment, treatment planning and discharge consistent with URMC and Department of Psychiatry policies and procedures and OMH and Joint Commission regulatory requirements.
    • Partners with the Division Administrator and Sr Administrator of Ambulatory services to ensure recruitment, retention and monitoring of front-end operations for screening, registration, check out and all activities associated with individual patient encounters on a daily basis.
    • Identify and leverage opportunities for expanding types of number of clinical services to meet community need and work with the Division Administrator to develop Business Improvement plans.
    • Work the Department of Psychiatric Clinical Risk Management and Quality Improvement Team to respond to patient/family concerns, develop, andimplement corrective action plans as indicated to improve quality of service in the clinic.
    • Working with the Adult Ambulatory Medical Director, develops and implements staffing plans for faculty, clinical and support staff FTEs to meet clinical demand in a timely way but maintaining staffing to authorized levels through proactive recruitment and retention activities
    • Establish and monitor clinical schedules of clinicians within the clinics consistent with FTE and access standards
    • Actively monitor and evaluate clinical productivity against projected targets and make adjustments through appropriate channels as indicated.
    • Apply for an Integrated Outpatient License for the Adult Ambulatory Clinic through OMH and develop a strategic implementation plan with Strong Recovery clinical leadership to integrate Substance Abuse Treatment with Mental health Treatment on a daily basis.
    • Monitor and evaluate trends in community demand and opportunities for improved timely access through walk-in or other form of crisis service within the clinic for those in active crisis who can be safely managed in an outpatient setting.
    • Establish effective partnerships with community human service agencies in the City to achieve culturally sensitive, community relevant clinical services that take into account social determinants of health.
    • Establish and facilitate routine staff meetings and staff development offerings for the clinic to ensure timely communication, engagement of staff in problem- solving and continue to develop professional and clinical expertise.
    • Participate in Department's Ambulatory Leadership and Community Division Clinical Leadership meetings to facilitate seamless transitions of care from emergency rooms and inpatient units.
    • Participate in the Department of Psychiatry Quality Steering Committee and Incident Review Committee meetings.
    • In collaboration with the other Discipline Chiefs, the Sr. Administrator, and the HR Business Partner, oversees and facilitates human resource functions throughout the Strong Minds clinic and ensures compliance with University Personnel Policies.
    • Monitors staff satisfaction, in concert with discipline and divisional leaders, and initiates actions to ensure high levels of engagement. Articulates goals and objectives to establish a service culture of caring and excellence, and to provide a first-rate experience for customers (patients, referring providers, and faculty). In collaboration with the Sr. Administrator and other Discipline Chiefs, works to develop opportunities for staff with respect to training and professional development, performance evaluations, and counseling on matters of discipline.

    QUALIFICATIONS:

    • Master's degree in a clinical discipline and 5 years of related clinical, supervisory and administrative experience; Requires the person in the position to have and maintain status as a Qualified Health Professional including professional licensure in NYS.
    • 5 years, minimally, of relevant experience in personnel, fiscal, and resource management relevant to the operations of complex clinical service systems required.
    • Demonstrated ability to be flexible and responsive in rapidly evolving health care environments. Excellent organizational and communication skills. Ability to lead in a positive, goal-directed manner preferred.
    • Clinical Licensure in NYS required.

    Pay Range

    Pay Range:
    $58,765 - $103,147 Annually

    _The referenced pay range represents the minimum and maximum compensation for this job.

    Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
