Summary:

The Enforcement Specialist is responsible for the enforcement, monitoring and collection of court-ordered child and spousal support.

This position will ensure that payments are received as ordered and are in compliance with state and federal laws and regulations.


A criminal background check is required.

Essential Duties:


  • Conduct training of new Enforcement Officers.
  • Maintain daily logs of performance and complete reviews on Officers.
  • Handle unassigned caseloads.
  • Handle and conduct hearingexpedited contempt conferences, to obtain one year probation agreements.
  • Attend Rule Court and oversee and assist team members to negotiate probation agreements.
  • Assist Enforcement Officers and team with backlog of mail, files, phone calls, walkins, and questions.
  • Perform financial audits.
  • Disseminate new policies and procedures affecting the enforcement of Domestic Relations Court orders.
  • Request bench warrants, calculate purges, and request quashes.
  • Provide advanced assistance and problemsolving enforcement techniques for complex case orders, accounts, and special provisions on local and interstate cases.
  • Expedite contempt statistics as required.
  • Provide coverage for absent Enforcement Officers.
  • Conduct data cleanup for accurate reporting to state and federal agencies.
  • Handle special projects as assigned (family matters, judgements, asset freeze, subsidized daycare, etc.).
  • Perform other duties, tasks, and special projects, as required.

Qualifications/Preferred Skills, Knowledge & Experience:


  • Bachelor's degree from an accredited college or university, or equivalent combination of education and experience.
  • Two years of jobrelated experience.
  • Knowledge of Federal Code of Regulations.
  • Working knowledge of Pennsylvania rules of Civil Procedure and the ability to remain up to date on all changes.
  • Strong working knowledge of state regulations regarding child support.
  • Strong verbal and written communication skills.
  • Basic skill to use a personal computer and various software packages.
  • Strong interpersonal skills.
  • Ability to follow office protocol.
  • Ability to handle and resolve recurring problems.
  • Customer service experience.
  • Ability to work independently and proceed with objectives.
  • Ability to work as part of a team.
  • Ability to exercise sound judgement and coordinate resolutions to critical situations, under all conditions.
  • Ability to maintain confidential information and handle confidential matters.
  • Ability to show patience toward clients and other staff.
  • General knowledge and understanding of County of Chester policies and procedures.

Preferred Skills, Knowledge & Experience:


  • Bachelor's degree in social services or a related field.
  • Seven years of Domestic Relations experience.
  • Four years courtrelated work experience.
  • Current working knowledge of Pennsylvania Rules of Civil Procedure.
  • Current working knowledge of Pennsylvania Child Support Guidelines.
  • Working knowledge of the Social Security Act 46
  • Current working knowledge of Uniform Interstate Family Support Act.
  • Current working knowledge of Inter-County Family Support Act.
  • Current working knowledge of Personal Work Responsibility and Work Reconciliation Act.
  • Able to use common sense understanding to carry out instructions.
  • Strong professional ethics.
  • Time management skills.

  • Ability to establish priorities (remain focused on daily operations).
  • Accurate and detail oriented.
  • Able to carry tasks to completion.

Physical Demands:


While performing the duties of this position, the employee is frequently required to walk, sit, climb stairs and talk or hear.

On rare occasions, the employee will need to stand; reach or work with arms above shoulders; bend at the waist; and kneel, stoop, crouch, or squat.
