    Position Information

    Under supervision, provides a variety of non-technical, support services in the Department of Social Services; assists social workers and eligibility workers in the performance of duties related to child and adult protection services, financial services and household management; and does other duties as assigned.

    Social Services Aide I is the entry level classification. Initially, under close supervision,, incumbents learn and perform a variety of non-technical duties related to child and adult protection services, homemaker services, eligibility determination and other social services programs. This class is flexibly staffed with Social Services Aide II, and incumbents normally advance to the higher level after gaining experience and achieving proficiency which meets the requirements for Social Services Aide II.

    Social Services Aide II is the full working level class in this series. Under general supervision, incumbents perform the full range of assigned duties. Incumbents may provide more responsible, difficult and specialized sub-professional social services assistance.

    Examples of Duties

    EXAMPLES OF DUTIES
    1. Transports or accompanies adults and/or children receiving services of the Social Services Agency.
    2. Supervises visits between parents and children (placed in protective services); terminates visits when appropriate.
    3. Performs a variety of household management tasks including meal planning, house cleaning, food preparation and personal care services.
    4. Teaches and encourages clients in household maintenance, personal care and child care; assists clients with banking or money management.
    5. May serve as an interpreter for Spanish speaking clients during home visits, office visits and telephone calls.
    6. Assists clients by explaining eligibility procedures and how to complete necessary forms.
    7. Accompanies Social Worker or Emergency Response Worker on social service cases; conducts in-home visits on low risk family maintenance cases or high-risk disabled adult or elderly clients.
    8. Assists in the referral of clients to appropriate community resources; assists clients in securing medical, legal or other assistance.
    9. Identifies problem situations and reports to professional staff regarding individual or family functioning, problems and/or abuse.
    10. Performs basic clerical work including setting up appointments with clients, assembling eligibility packets and other office work as needed.
    11. Maintains statistics and files; writes reports and correspondence.
    Knowledge of:
    Social Services Aide I
    • The needs, problems, attitudes and behavior of clients served by the agency and the local community.
    • Proper methods of transporting young children, infants, disabled adults and elderly.
    • Household management and personal care methods and standards including laundering, meal planning and preparation, money management and personal health and hygiene.
    • Agency and program policies and procedures.
    • California Motor Vehicle code; safe driving practices; geographic area of area serviced.
    Social Services Aide II (In addition to the requirements of the I)
    • Departmental and community resources useful to clients served.
    • Typical and problem behavior in small children, adolescents, disabled adults and elderly persons.
    • Behavioral/physical signs and symptoms of clients requiring professional and/or medical assistance.
    Skill to:
    Social Services Aide I
    • Establish and maintain effective working relationships with clients and agency workers.
    • Communicate effectively, both orally and in writing.
    • Understand and accept differences in human behavior resulting from cultural, financial and other forms of deprivation.
    • Perform housekeeping, household management and personal care tasks.
    • Make simple arithmetic calculations.
    • Maintain clear and accurate records and files.
    • Assist clients and agency staff with clerical work.
    • Follow oral and written instructions.
    Social Services Aide II (In addition to the requirements of the I):
    • Identify and analyze problem situations and take appropriate action.
    • Transport difficult and unhealthy clients.
    • Assist professional staff in determining appropriateness in family maintenance cases and in-home care cases.
    • Motivate and educate clients to improve standard of home and family management.
    Minimum Qualifications

    The knowledge and skills listed above may be acquired through various types of education, training or experience. A typical way to acquire the required knowledge and skills outlined above is listed as follows:

    Level I: Paid or volunteer experience or specific training which has provided an understanding and acceptance of the problems, needs, attitudes and behavior of clients serviced by a human services agency.

    Level II: Equivalent to six months of experience performing the duties comparable to those of a Social Services Aide I in Monterey County.

    Additional Information:
    • The ability to speak, read, and write Spanish in addition to English in this position is required.
    • Employees who drive on County business to carry out job-related duties must possess a valid CA Driver License for the class vehicle driven.
    • The Department of Social Services will conduct a thorough background and reference check process which includes a Department of Justice fingerprint check.
    • Monterey County, like all employers, is required to verify an employee's right to work in the United States. Accordingly, on the first day of employment, employees must have and show those documents that verify their legal right to work in the United States. Examples of accepted documentation are a U.S. Passport or Alien Registration Card, or a driver's license and Social Security Card, or a driver's license and U.S. Birth Certificate.
    • Additionally, our agency requires a valid social security card in order to process employee paychecks. Accordingly, on the first day of employment, employees must have and show this document.
    • Government agencies accessing US government information, which includes federal tax information must ensure that background investigation requirements for all agency employees and contractors that have access to federal tax information are consistent with the IRS background investigation requirements for access to federal tax information. A background check may be required if the position requires access to these types of records. Background requirements consist of three components which include, fingerprinting, citizenship verification, and local law enforcement checks. Applicable agencies must conduct an investigation during the time of hire and ensure an investigation is conducted 10 years from the date of the previous background investigation for each employee that has access to federal tax information.

    TRAINING & EXPERIENCE EXAMINATION
    The Training & Experience Examination is designed to elicit a range of specific information regarding each candidate's knowledge, skill, abilities, and potential to effectively perform the duties relative to the classification. Responses to the questionnaire will be assessed based on pre-determined rating criteria. All applicants must complete the entire examination to receive a score. In order to obtain a position on the eligible list, candidates must receive a minimum rating of 70% on the examination.

    WRITTEN/ORAL BILINGUAL EXAMINATION
    The written examination will consist of a multiple choice in-person written exam and the oral exam will consist of a 30-minute assessment.

    ELIGIBLE LIST INFORMATION
    An open eligible list will be established for the County of Monterey. The list will be utilized for 12 months after it is established unless the needs of the service and conditions of the list warrant a change in this period.

    RETEST PERIOD
    Once you have taken the examination, you may not retest for SIX (6) MONTHS from the established eligibility date.

    SPECIAL TESTING ARRANGEMENTS
    Special testing arrangements may be made to accommodate applicants for disability, military, or religious reasons. Documentation from medical, military, school or church officials outlining the accommodation request must be received by our office a minimum of five business days prior to a scheduled examination.

All competitors who pass will be added to the eligible list. Meeting the entry requirements does not assure success in the examination or placement on the eligible list.
    General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgement, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. As part of the hiring process, a background investigation may be required.
