Minimum Qualifications


Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.


Duties Description
As part of the Bureau of Program Review within the Division of Eligibility and Marketplace Integration, the Health Program Administrator 1 (HPA 1) will assist with the day-to day priorities and deadlines associated with Medicaid and Child Health Plus (CHPlus) pre
- and post-eligibility reviews to evaluate and monitor health plan, local district and/or other State agency compliance with State and federal Medicaid rules involving recipient eligibility and enrollment processes, using eligibility policies, evaluation standards and applicable data systems and other resources. These reviews include Public Health Emergency Unwind and Special Reviews, Child Health Plus Health Plan Reviews, Local District Monitoring Reviews and, Medicaid Eligibility Quality Control Reviews,

Duties may include but are not limited to:

  • Providing supervision to professional subordinate staff, coordinating staff assignments, setting priorities and deadlines, resolving issues as necessary, and reviewing, monitoring and evaluating staff performance;
  • Developing trainings, testing and review protocols that are specific to each review project, including designing, updating and/or revising standardized review worksheets, and generating test and/or review samples;
  • Conducting policy research and thoroughly reviewing New York State of Health and Welfare Management System (WMS) system sample cases to determine the correct eligibility for review. This includes working with other Department agencies to obtain documentation information pertinent for the review of cases;
  • Reviewing initial and peer worksheets completed by subordinate staff, performing quality control reviews/writing up findings and assigning finding codes for all cases, drafting and editing reports that summarize case review results for management review and approval;
  • Drafting correspondence to, and liaising with CHPlus health plans, local social service districts and NY State of Health staff concerning their review results, and reviewing draft audit reports prior to release to ensure that they successfully and accurately communicate findings, observations and financial disallowances;
  • Providing technical assistance to BPR review staff, as needed;
  • Maintaining a broad understanding of the review processes and structures implemented and/or monitored by the Bureau/Division and continuing to adjust to their changes as they occur; and
  • Recommending modifications to procedures and guidelines and handling assignments where there may be no clear precedents.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
