Responsibilities

Key Responsibilities:


  • Performing as a Project Manager supporting special project requirements for the Bureau of Humanitarian Assistance (BHA) Abacus business process system.
  • Perform Special Project Management responsibilities to include defining and planning program/project scope, establishing measurable goals, setting realistic timelines for deliverables, planning, and managing releases, tracking, and communicating program status.
  • Facilitating support and managing sprint cycle development priorities that incorporate BHA stakeholder decisions and follow the USAID SDLC methodology.
  • Facilitate working sessions with the key stakeholders to understand business needs and identify improvements.
  • Facilitating the elicitation, analysis, prioritization, validation, refinement, and documentation of detailed requirements.
  • Coordinating stakeholder meetings and preparing agendas and minutes as needed.
  • Capturing highlevel functional requirements and traceable decomposition into epics, capabilities, features, and stories.
  • Overseeing the capture and management of requirements in the Agency's ITSM Tool (ServiceNow) for release, sprint, and backlog.
  • Delivering presentations to customers, executive management, and other program stakeholders
  • Development and adherence to master plans and integrated master schedules.
  • Conducting thorough risk & opportunity management practices including identification, mitigation, and realization.
  • Provide program management support and all necessary personnel, administrative, logístical, financial, and managerial resources under the task order.
  • Leading and directing crossfunctional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives.
  • Developing and delivering Monthly Status Report to the government.

Qualifications

Basic Qualification:


  • U.S. Citizen; eligible for U.S. Security Clearance.
  • Bachelor's degree with years, or master's degree with 9 years, or PhD with 6 years' experience is required; four (4) years of experience can be substituted in lieu of a bachelor's degree.
  • 5 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead or integrated project team lead.
  • The ability to manage communications with stakeholders through organized processes to ensure that project information is defined, collected, shared, understood, stored, and retrieved in a manner that effectively meets project and stakeholders needs.
  • The ability to identify and address project impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.
  • Demonstrates ability to communicate with individuals at many different levels from within and from outside of the organization.
  • Experience capturing highlevel functional requirements and traceable decomposition into epics, capabilities, features and stories.

Preferred Qualification:


  • Active Secret Security Clearance.
  • PMP Certification
  • Direct or interagency experience supporting USAID and/or DoS.
    Target Salary Range
$86,000 - $138,000. This represents the typical salary range for this position based on experience and other factors.
