    About the Council

    The American Immigration Council works to strengthen America by shaping how America thinks about and acts towards immigrants and immigration and by working toward a more fair and just immigration system that opens its doors to those in need of protection and unleashes the energy and skills that immigrants bring.

    The Council brings together individuals adept at solving problems and employs four coordinated approaches to advance change—litigation, research, legislative and administrative advocacy, and communications.

    Department Summary

    The Council's State & Local Initiatives team works with policymakers, business leaders, and civic organizations to publish research on immigrants economic and demographic contributions and advance welcoming policies and programs.

    The team is active in over 100 local communities and nearly 40 states. The State and Local Initiatives team, along with World Education Services, co-convenes the bipartisan

    Office of New Americans (ONA) State Network

    , which brings together policy leaders from 20 states who support immigrant and refugee inclusion and economic development.
    Position Summary
    The Council is seeking a full-time

    Office of New Americans (ONA) Program Manager


    to support all aspects of the rapidly growing Office of New Americans State Network, including organizing and leading regular calls, providing technical assistance to member states, planning in-person convenings, and giving input on the strategic direction of the Network.

    The ONA Program Manager will work closely with the Director of State and Local Initiatives and partners at World Education Services to run the day-to-day operations of the ONA State Network and identify opportunities to support member states with Council data, best practices, connections to peer states or external issue experts, and other resources.

    The role will give regular presentations to high-level audiences about the ONA State Network and/or Council research, and field occasional media requests on both topics.

    The ONA Program Manager will also support the Council's state legislative policy and advocacy portfolio, especially as it pertains to state bills aiming to create new ONAs or codify existing offices, with the opportunity to work on other priority policy issues as well.

    This includes equipping partner organizations on the ground with Council data, best practices, formal testimony, and messaging support.

    This role will regularly collaborate with colleagues on the State and Local Initiatives team, other Council departments, and external stakeholders, including local, state, and federal government officials, partner organizations, business leaders, and funders.

    The ideal candidate is a self-starter, an effective multi-tasker, strategic thinker, highly organized and process-oriented, and comfortable working on a small team and in a fast-paced policy environment.

    This role is funded through June 2025, with the possibility of extension.

    Essential Job Functions. .
    Program Management

    Coordinate the day-to-day operations of the ONA State Network, including organizing and leading calls, drafting meeting agendas, identifying call topics and presenters, and managing relationships with member states.

    Organize regular in-person convenings and site visits for ONA offices to Washington DC, to select ONA states, and to the U.S.-Mexico border, including coordinating all event logistics (e.g., travel, lodging, meals, etc.).

    Advise on and implement the strategic goals of the ONA State Network in collaboration with the Director of State and Local Initiatives and partners at World Education Services.

    Work with the Council's Development team to track ONA State Network-related metrics and wins, manage the program budget, liaise with funders, and draft grant proposals and reports.

    Stakeholder Engagement & Technical Assistance
    Maintain regular contact with ONA offices to help inform ONA State Network programming and provide technical assistance.
    Lead regular presentations about the ONA State Network to high-level audiences and field occasional media requests.

    Develop toolkits, best practices guides, and other resources to share with the ONA offices and other state and local partners and keep existing resources up to date.

    Work with the Council's Research team to produce tailored research briefs on immigrants' contributions at the state level to support the work of ONA offices and other external partners.

    Regularly monitor and summarize immigration-related news and legislative updates that could impact states.
    Policy Analysis and Advocacy

    Track state-level legislation and provide support for bills that impact ONA offices, in collaboration with the rest of the State and Local Initiatives team.

    Support efforts to establish ONA offices, task forces, or dedicated staff positions in new states or codify existing offices using Council data, best practices, analyzing, and writing testimony, letters of support, talking points, and other resources.

    Analyze and summarize state and federal policy development that could impact ONA offices, including state budgets, federal appropriations, and federal/state refugee policy.

    Requirements

    BA or BS in the humanities or social sciences.
    2-4 years of relevant work experience.
    Excellent program management skills including keen attention to detail and strong organization skills.
    Strong written, verbal, and interpersonal communication skills.
    Comfort leading calls, interacting with high-level partners, and giving presentations. Media experience is a plus.

    Experience in the immigration policy field is a plus, especially in state or local government and/or working with state legislation.
