Position Summary and Job Duties:


Provides training and quality assurance to Economic Support Specialists in the Southern IM Consortium who perform case management for applicants/recipients of the Economic Support programs. Manages and directly participates in policy development, interpretation, and dissemination; manages new worker and refresher training for Economic Support Specialist staff; ensures that this unit performs in a timely manner and according to policies and procedures; assigns work and instructs unit staff on methods and procedures; develops and maintains performance standards; evaluates performance.

Supports and promotes the Mission, Vision and Guiding principles of the Human Services Department. Performs in a manner consistent with the HSD Professional Standards and "Commitment to My Co-Workers".

45% Maintain a caseload of approximately 225 Cases

  • Mentor ES staff to assist with ongoing caseload management in accordance with policy, program and system changes as well as Quality Assurance review findings.
  • Participate in EST meeting planning and monthly staff meetings
  • Call Center when needed to provide back up coverage due to high calls or staff shortage

25% Assist during times of staff shortages by providing back-up, and/or assuming portions of the caseload until fully staffed.

  • Provide general and technical information regarding programs to inquiries.
  • Interpret and explain policies governing eligibility.
  • Refer applicants to appropriate community programs/resources.
  • Interview applicants and participants, gather information necessary to determine program eligibility/continuation.
  • Ensure that all data entered into CWW/CARES system in an accurate and timely manner and that correct payments are issued in a timely manner.
  • Provide ongoing case management services.
  • Process eligibility renewals, program requests, and changes as appropriate.
  • Prepare file documents for scanning into electronic case file.
  • Refer for early detection and prevention of fraud.
  • Provide quality customer service.
  • ABAWD processes

25% Misc. Duties to meet changing priorities and programs.

  • Maintain effective working relationships with Job Center partners, other community programs/resources, and applicants/participants.
  • Involved in start up and/or ongoing projects as assigned.

  • ES Division Client Rights Specialist

5% Other Duties as assigned

Success Factors (KSA's):


  • Knowledge of Economic Support programs.
  • Knowledge of the skills and abilities of the Economic Support Specialist and ES Supervisor.
  • Knowledge of the internal administration, involving organizations, delegation of responsibility and coordination of functions.
  • Knowledge of a variety of software programs, including but not limited to MicroSoft Suite and specific programs related to economic support programs.
  • Ability to assess information including facts, evaluations, and conclusions presented in written form in terms of established standards and criteria.
  • Ability to supervise and direct the work of others.
  • Ability to properly delegate authority and fix responsibility for staff performance.
  • Ability to achieve the accomplishment of work objectives through assigned sta

Job Requirements, Education, Training & Experience:

  • Two years of education from an accredited college or university with major coursework in social sciences or related fields or two years responsible office experience or equivalent combination of training and experience.

Essential Job Functions (physical elements, equipment and working conditions):

  • Ability to sit, walk, or stand for long periods of time. Ability to exert up to 10 pounds of force occasionally or negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects.
  • Ability to use a computer and computer keyboard. Ability to use copy and fax machine as well as telephone and scanner.
  • Work is indoor in a public office building.
  • Potential exposure to physically or verbally abusive clients.
