    About the Office of Sponsored Programs at the Georgia Institute of Technology

    The Office of Sponsored Programs provides progressive and responsive assistance in several areas of research administration, including specialized educational, informational, and technological support to research administrators and faculty. OSP provides research faculty with full-service - cradle to grave - support and administration for research contracts and grants at Georgia Tech including the following sponsors:

    All Federal AgenciesState and Local GovernmentsUniversitiesFederal Agency Pass-Through (regardless of type of pass-through entity)Non-Profits (excluding private foundations)

    Services include review and interpretation of contract and grant requirements, determination of appropriate terms and conditions, and establishment of pre-contract agreements as well as the monitoring all active contracts and grants, including modification of existing agreements.

    Job Summary

    The Contracting Officer (CO) is a Research Associate 1 with 2+ years' experience in Government Contracting. The Contracting Officer will have knowledge of the Federal Acquisition Regulation (FAR) and its supplements, including the Department of Defense DFARS, be able to work independently and make sound business decisions for the institution. Additionally, the CO will be responsible for a wide range of support to include interfacing with GTRI Project Directors, Legal Staff, Research Integrity Assurance Team, and GA Tech Management.

    This position is hybrid eligible.

    Required Qualifications

    Bachelor's Degree is required.

    2 years or more of experience in federal contract management, including knowledge of non-disclosure agreements, teaming agreements, and IDIQ Contracts.Knowledge of Federal Acquisition Regulations (FAR), DFAR to include Cost and pricing data, Organizational Conflict of Interest, Intellectual Property Clauses and Government Property clauses, Small Business Plan Requirements Familiarity with Fedbiz Ops, EDA, WAWF, FAPIIS, and Contractor Performance Assessment Report Systems (CPARS).Working knowledge of Federal Acquisition Regulations (FAR), DFARS to include to include areas pertaining to cost and pricing data, Organizational Conflict of Interest, Intellectual Property, and Government Property, and the Small Business Program.Thorough understanding of different contract types (i.e., FFP, T&M, LOE, CP, etc.).Knowledge, Skills, & Abilities

    Abilities

    Maintain current knowledge of relevant contractual procedures and practices.Stay current on government contract laws and regulations in order alert management in a timely manner of possible business impact.Facilitate Prime contract execution by working with Government Contracting Officers as well as Contracting Officer Representatives, and individual Project Managers (PMs)Review, negotiate and execute Cooperative Research and Development Agreements, Associate Contractor Agreements, Teaming Agreements, Interpersonal Act Agreements, and Memorandums of Understanding Resolve contractual issues, including interpreting contract language and negotiating contract changes.Serve as contact for all contractual/business matters throughout the life cycle of the award.Manage multiple contract types, including Indefinite delivery/Indefinite Quantity Contracts. Interface with Office of Research Integrity Assurance to ensure compliance with regulation and institution policy.Interface with the Office of Industry Engagement to negotiate the institution's Intellectual Property rights.Know and adhere to the organization's signature authority policy.

    Knowledge

    Application of required skills within a not for profit, educational or federal government contractor organization is preferred.

    Skills

    Support research proposal preparation and processing and submit proposals. Review solicitations (e.g., RFPs, RFQs, RFIs,) to identify risks, recommend mitigation strategies. Inform faculty and staff on proposal submission process, regulatory compliance requirements and Institute policy and ensure compliance prior to submittal.Participate and assist with pricing development to ensure cost proposal meets solicitation requirements. Prepare representations and certifications required by solicitations.Submit proposals that are complete and compliant with solicitation requirements.Understand and manage contract terms from proposal stage to project close-out, including timely submittal of required contractual notices reports (e.g., limitation of funds, intellectual property reports, and government property reporting, as applicable).Lead Project Director and technical teams in negotiations, contract management, and provide information to Project Director on subcontracting.Coordinate with Project Directors during post-award to ensure contract requirements are fulfilled and contractual issues are handled in a timely manner.Provide contract-specific compliance guidance project staff and serve as resource for contract-related compliance questions that may arise during performance.Contact Information
