    Description

    Applications for the position of Assistant Director of Personnel and Operations (EM7) for the town of Plymouth, Human Resources Department and Town Manager's Office, are being accepted in the Human Resources Department through April 26. Salary range is $98,384.52-$124,021.04, 37.5 hours per week.

    Human Resources Department: assists the Director of Human Resources in all functions of the Human Resources Department as required, including administration of human resources policies, rules and regulations in accordance with applicable federal and state laws; assisting in preparation of the annual Human Resources Department budget, personnel code changes and other submittals to Town Meeting; policy development and implementation; development and implementation of professional training programs for employee development; employee recognition and engagement activities; and health and wellness programs. Assists the Director in overseeing the town's compensation program, makes recommendations on salary adjustments to recruit and retain employees based on survey data analysis. Develops informational resources to provide up-to-date survey data concerning contract provisions, prevailing practices, employee benefits, etc., with particular emphasis on comparable communities. May participate in collective bargaining negotiations and grievance hearings/arbitrations/mediations when needed. Conducts workplace investigations into incidents of sexual harassment, discrimination, unlawful harassment, or other complaints or allegations and provides recommendations on solutions. Works with department heads and supervisors to prepare changes to job descriptions for approval by the Human Resources Director and department head, boards/committees, and collective bargaining units. Assists in providing information on interpretation to department heads, employees, and citizens regarding human resources policies, practices and collective bargaining agreements or the personnel code.

    Town Manager's Office: assists in the daily operations of the town; makes recommendations to the Assistant Town Manager. Evaluates and monitors/tracks daily operational tasks and reviews documents, contracts, and other materials; conducts complex and sensitive studies to identify operational needs, issues, and risk. Identifies areas requiring action and makes recommendations for changes and enhancements based on best practices. Advises and assists departments with the development and implementation of strategies to meet the town's strategic plan and town-wide initiatives. Represents the departments at board and committee meetings, and state, federal, and regional meetings as required. Responds to citizen inquiries, complaints, and suggestions; provides research assistance and addresses requests of the Select Board, departments, the general public, and citizen groups. Prepares annual and special town meeting warrants. Prepares and presents reports to the Select Board; coordinates, consolidates, and presents information to senior leaders, departments, and outside entities. Communicates with Town Manager, Select Board, senior leaders, departments, employees, government agencies, local businesses, community organizations, residents, outside agencies, and other individuals as needed to coordinate work activities, review the status of work, exchange information, resolve problems, or provide/receive advice/direction. Advises and assists departments with the development and implementation of strategies to meet the town's goals and priorities and other town-wide initiatives. Responsible for evaluating progress, reviewing relevant documents, managing operations with other departments, and conducting complex and sensitive studies to identify operational needs and solutions. Responsible for identifying areas of risk and those that require immediate action and making recommendations for change and enhancement.

    The minimum qualifications for this position include a bachelor's degree required, master's preferred, in public administration, human resources, business administration, political science, labor relations or related field with at least five years of public sector experience in a municipality, or an equivalent combination of education and experience.
