GENERAL RESPONSIBILITIES:

FLSA:
Exempt

Supports District schools and principals in their effort to foster an optimal educational environment for students.

Directs all payroll activities, determines the validity of all documentation, complies with all Federal and State payroll requirements, and ensures the District Policies are followed to properly pay all personnel.

Responsible for all payroll and related activities.


MAJOR TASKS:


  • Direct, review, perform and coordinate all payroll functions and activities necessary to process payrolls(s), including but not limited to, payroll processing, maintaining related records, individual tax status, filing tax reports and voluntary deduction reports, processing involuntary deductions such as levies and garnishments, third party payments, preparing accounting transactions and documents, documenting and updating procedures, and preparing special reports for supervisors.
  • Compile and distribute the biweekly payroll vouchers, deduction reports and summary reports.
  • Ensure all payroll deposits are made to the appropriate accounts.
  • Validate all payroll records; including timesheets, insurance deductions, other voluntary deductions, payroll register, etc.
  • Coordinate voluntary deductions with applicable vendors, including individual pay period remittance.
  • Maintain position inventory records in the School ERP Pro System.
  • Ensure compliance with Federal and State and guidelines on nonvoluntary deductions such as income taxes, OASI and retirement contributions.
  • Document and maintain employee leave records.
  • Compile, prepare and submit quarterly and annual federal and state payroll tax and wage reports, employee W2's.
  • Communicate effectively with staff, community, schools, and County offices on payroll related issues and provide training on payroll related technology systems.
  • Exercise independent judgment when dealing with confidential information.
  • Provide information and assistance to overall district financial office.
  • Responsible for internal audit of payroll functions to ensure compliance in preparation for the annual independent audit.
  • Evaluates staff on a regular basis and makes recommendations for employment.
  • Other jobrelated duties as assigned.

QUALIFICATIONS:


  • High School diploma; college courses in Accounting; Certificated technical training in area of School Finance preferred.
  • 5 years' experience working in school district finance with 2 years minimum in payroll preferred.
  • Knowledge and understanding of the fundamental elements of payroll processing, calculating paychecks, tax reporting, payroll accounting, and the accompanying skills and responsibilities
  • Knowledge of applicable Federal and State statutes, rules and policies relating to school finance.
  • Knowledge of School District policies.
  • CPP designation preferred.
  • Ability to work in a highvolume environment and meet deadlines.
