About the CAO


The Office of the Chief Administrative Officer (CAO) works with City departments to transform service delivery, provide people-centered solutions, and strengthen administrative functions to better serve Philadelphia residents and employees.


The CAO oversees seven City departments and offices:

the Office of Innovation and Technology (OIT), Records, Procurement, the Office of Administrative Review (OAR), Strategic Direction and Transformation (SD&T), Service Design Studio (SDS), and the Office of Talent & Employee Success (OTES).


About the Resident Service Delivery Initiative (RSDI)


On Inauguration Day, Mayor Parker signed Executive Order 2-24, launching the Resident Service Delivery Initiative (RSDI), a long-term initiative to improve resident-focused services with goal of "tangible local government that [residents] can see, touch and feel - government that is visible, responsive and effective." In this context, a service includes one or more interactions between a resident and the City, resulting in an outcome for the resident.

The Office of the Chief Administrative Office (CAO) is collaborating with the Mayor's Office of Policy Planning & Delivery (OPPD) and the Managing Director's Office (MDO) to achieve the goals of this Executive Order by implementing cohorts of service improvement projects at set intervals.


Job Description Position Summary**The Office of the Chief Administrative Officer (CAO) is seeking a qualified professional to serve as Project Delivery Coordinator to support high impact project delivery across the City, beginning with the Resident Service Delivery Initiative (RSDI). This position would also support the operations of the Resident Engagement Fund, an administrative process and funding opportunity for City of Philadelphia departments to pay members of the public for their time and expertise when engaging in participatory community engagement activities, such as focus groups or advisory councils, which inform the City's work. The Project Delivery Coordinator is a results-oriented individual with strong organizational and communication skills that works well with others and can accomplish tasks on time and with attention to detail, accuracy and thoroughness. This is a multi-faceted role that requires an adaptable, resourceful, and dependable team-player. The Project Delivery Coordinator reports to the Director of Project Delivery.


Essential Functions

In this role, you will:

  • Support the day to day operations of the Resident Service Delivery Initiative (RSDI).
  • Provide coordination and administrative support to the Director and Manager of Project Delivery in CAO, and other project partners (including RSDI collaborators and individual service improvement project teams) on an asneeded basis. Coordination and administrative support could include activities like developing project plans and timelines, tracking deadlines and deliverables, managing spreadsheets, managing processes including the use of specific software or digital tools, scheduling, data entry and simple data analysis.
  • Help draft resources, instructional materials, or other written or visual content for RSDI project partners.
  • Support CAO projects related to the RSDI, such as the Resident Engagement Fund, the implementation of online progress tracking software, and other administrative and operational priorities, as deemed necessary by CAO.
  • Support the implementation of various initiatives that innovate or improve City processes and/or service delivery. This may include working alongside service designers, technology experts, project managers and a variety of other internal and external stakeholders.
