The First Judicial District of Pennsylvania ("FJD") is the Philadelphia County Court System and is composed of two courts: the Court of Common Pleas and the Municipal Court.

The mission of the FJD is to adjudicate cases and provide services to the community within our jurisdiction while ensuring fair, timely, and accessible justice to the people of Philadelphia.

The FJD is part of the Unified Judicial System reporting into the Pennsylvania Supreme Court of Pennsylvania.


Job Description Position
Summary**:

This is administrative work within the First Judicial District's Office of Human Resources.

Principal emphasis of the work is the responsibility of providing support services to the employees of the District and the citizens of Philadelphia County.

An important aspect of the work involves a comprehensive knowledge of District policies, procedures, and employee benefits. Computer skills in the performance of assigned functions are required.


Essential Functions:


_ The following duties are normal for this position. They are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned._

  • Heavy interaction with Judiciary, Court Administration and employees of the District.
  • Has ability to multitask, work under pressure and meet required deadlines
  • Examines time records for errors, omissions and makes appropriate corrections
  • Data entry of hours worked into payroll system
  • Prepares and reviews various reports to perform quality assurance check for all employees as it relates to their hours work, pay plan, job classification, and other worker status changes.
  • Assist Payroll Manager with reviewing corrected time records to verify their conformance with District policy, pay regulations, Standard Accounting Procedures governing payroll, and pertinent payroll policies, including knowledge and interpretation of complex and varied overtime rules for each class of District employee
  • Demonstrates initiative, knowledge and ability to review, identify and improve the operations in compliance with Standard Accounting Practices (SAP)
  • Assist with providing identification badges for employees, and other authorized users.
  • Receive and screen telephone calls providing appropriate answers on Court Personnel rules and regulations, referring interpretive questions to superiors.
  • Receive, sort, and distribute mail.
  • File correspondence and other records into employee files, including confidential employee medical files.
  • May make changes to employee personnel file information.
  • Assist with reception desk coverage, as needed.
  • Assist with processing employee information into the One Philly website and SAGE HRIS systems.
  • Perform quality assurance of new employee data information entered in SAGE HRIS system.
  • Complete change of address requests in accordance with established policy.
  • Assist with judicial internship requests; maintain administrative files.
  • Other duties as assigned by the Executive Director of Human Resources, Payroll Manager or their designee.

Competencies, Knowledge, Skills, and Abilities:


  • Considerable knowledge of court service and related interagency personnel regulations, rules, policies, procedures, and practices in accordance with work assignment.
  • Considerable knowledge of office practices and procedures required in maintenance of First Judicial District central personnel records, files, and related documentation.
  • Knowledge of English usage and grammar.
  • Ability to make varied basic arithmetic computations with speed and accuracy.
  • Ability to type from clear copy at a speed and accuracy level as required by assigned function.
