    APPLICANTS ARE ENCOURAGED TO APPLY AS SOON AS POSSIBLE TO BE CONSIDERED. The Division of Welfare has an exciting opportunity for a Business Analyst to serve as Quality Assurance (QA) Analyst.

    The Division of Welfare uses an agile development methodology, and this position will serve as a QA on an application development team comprised of developers, other QAs, and a product owner.

    QAs on our teams plan, construct, and execute a variety of technical tests alongside their team members and work closely with other members of the Bureau to support rapid agile development and our release processes.

    The incumbent must understand not just what is being built, but why.

    This depth of knowledge allows our ideal QA to quickly identify issues that would impede delivery of a usable product or negatively impact existing systems.

    The QA must be able to analyze and adapt to changing requirements and create comprehensive yet incremental test cases to remain flexible in fluctuations in project priorities and our phased delivery approach.

    EXAMPLE OF DUTIES:
    + Perform complex program analysis - evaluate, recommend, and plan actions to create solutions or functions in Welfare automated systems. + Collaborate with members of the bureau to ensure best practices, available technologies, and system improvements are understood and considered in automated solutions. + Participate in a team of individuals in the Automation Integration Bureau functioning as Business Analysts supporting development in several large automated systems within the Division of Welfare to ensure business coordination, alignment, and priorities drive automation development. + Provide recommendations on viable improvements in automation development strategies and methods. + Use business requirements as a guide and manage the creation of effective test scenarios to ensure compliance of development work against the requirements. + Analyze the best way to conduct effective testing by weighing costs, risks, and complexity against the impact of incorrect code, to ensure testing is completed thoroughly. + Execute manual and automated tests. + Perform detailed review of scenarios to ensure compliance with requirements and document all scenarios, including the expected and the actual outcome, and whether they passed or failed. + Complete retests for scenarios to fail to collect variations helpful for triage. For any code that doesn't meet requirements, collaborate with the developer and product owner to help them understand where it went wrong. If a fix is required, continue to retest until it passes testing to ensure that the code achieves quality standards. + Attend daily team standup meetings giving succinct and concise updates in no more than a few minutes to keep team members apprised of work status. + Communicate with team members effectively using multiple modes such as email, phone, or chat. + Complete analysis on bugs or issues to triage and create test cases to recreate issues or bugs to reduce time spent in development. + Perform analysis to determine reporting needs and impacted populations with scripts and other tools.


    MINIMUM QUALIFICATIONS:

    + Good knowledge of project management.

    Typically requires two years experience managing projects involved in determining project scope, developing project goals, timelines, budget, implementation strategies, and measurement methods, and monitoring progress toward goals and project completion; OR Certification as a Business Analyst Associate; OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK) and two years experience performing routine duties in requirements discovery, process analysis, and preparation of reports and written documents.

    + Good knowledge of organizational/business analysis and evaluation.

    Typically requires completing at least six semester hours of upper division college coursework for a degree in Business, Public Administration, Finance or other related field AND two years professional-level evaluative, analytical and planning work; OR a Bachelor's degree in Business, Public Administration, Finance or other related field AND one year professional-level evaluative, analytical and planning work; OR at least four years' work experience performing professional-level evaluative, analytical and planning work.

    + Good knowledge of process improvement methodology.

    Typically requires at least two years experience performing requirements discovery, process analysis, and preparation of reports and written documents OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK).

    Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants. + Experience working as a Quality Assurance Analyst.
    Typically gained through at least 2 years of experience performing functions of a tester during the software development process.

    + Experience creating automated tests, and regression test suites with testing tools such as Selenium web driver, Selenium Grid, Web Load, Jenkins, JUnit, ANT, App Test Manager, JMeter, etc.

    Typically gained through at least two years of experience using testing tools. + Knowledge and understanding of fundamental concepts of agile software development, continuous integration, and automated testing.
