    Description

    Responsible for managing and delivering services provided by Child Welfare programs to residents in Weld County. Responsible for the direct supervision and development of professional Human Services caseworkers to ensure that performance standards are met as identified by County, State or Federal Government guidelines.

    The Weld County Department of Human Services (WCDHS) employs over 450 workers, who have the skills, passion and drive to service Weld County citizens in 31 incorporated municipalities and across almost 4,000 square miles.

    $90, $ annually plus benefits (see benefits tab on the job posting). The position will normally start at $90,987.34 annually.

    This is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act.

    As an applicant for this position, you should be aware of Senate Bill 19-085, the Equal Pay for Equal Work Act. The act requires employers to announce the pay range for job openings. This range encompasses the nine pay steps available should you receive the position and demonstrate satisfactory performance over time.
    Essential Duties and Responsibilities

    The following job duties are established to outline the basic duties and responsibilities of the above captioned position. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

    Program Oversight (35%):

    •Monitors and evaluates workflow using knowledge of business functions, program requirements, and mandated performance standards.

    •Proactively and positively prepares for program changes, changes in funding projections and improved operational efficiencies by learning and understanding recommendations and "best practices".

    •Assists in creating and implementing policies and procedures for the Child Welfare Division.

    •Assigns and schedules work functions within the team using employee's performance and level of skill to assure coverage and efficiency in caseload handling while meeting program goals accurately and timely.

    •Uses data to identify trends in workload volume and adjust workloads.

    •May participate in the afterhours rotation and be available to workers after hours when necessary.

    •Identifies available services for Families, Children and Youth and collaborate with other units in the Department to discuss shared client's needs.

    Supervision Workflow (35%):

    •Directly supervises a team of Intake Caseworkers and directs their assessment and case management work activities ensuring a high level of performance and compliance with County, State, and Federal rules, and regulations.

    •Reviews and manages incoming child welfare referrals when coverage is needed.

    •Assigns referrals for assessment.

    •Assigns and schedules work functions within the team using employee's performance and level of skill to assure coverage and efficiency in caseload handling while meeting program goals accurately and timely.

    •Provides leadership, guidance, and support to staff by meeting regularly to discuss individual cases and situations.

    •Assists Caseworkers in objectively evaluating case progress and offers additional resources and insight when possible, providing the right service at the right time and moving toward permanency.

    •Enforces standards for quality and quantity of work performed by caseworkers using professional standards set primarily through state rules, statutes, and regulations. Ensures random case reviews are performed for compliance with established standards.

    •May schedules and assign Intake Caseworkers to After Hour duties and monitor performance.

    •May participate in after-hours rotation with other Intake Supervisors performing on call supervision and case assignment for afterhours Intake Caseworkers responding to after-hours referrals of abuse or neglect. Is available to support staff through online access, telephone access, and on occasion, in person response.

    •Regularly appraises employee performance using information gained through Trails, client feedback and observation.

    •Meets at least monthly with each employee to discuss areas of performance strength and address any performance concerns.

    •With employee, creates work opportunities to develop professional growth and activities that develop or improve skills strengthening employee satisfaction and value.

    •Addresses employee concerns and resolve problems in collaboration with Department Personnel and County Human Resources.

    •Assists in developing educational and professional development opportunities for staff.

    •Supervisors in providing additional support, training, and coaching to employees that require additional oversight or have been given performance improvement plans.

    Collaboration (25%):

    •Facilitates RED Team and case transfer meetings.

    •Actively participates in Family Engagement Meetings, Team Decision Meetings, and other meetings for assessments/cases managed by staff reporting to them.

    •Assists in making decisions on scope and direction of treatment plans.

    •Actively participates in program evaluation and planning with other Child Welfare Supervisors and Leadership Team.

    •Assists in developing educational and professional development opportunities for staff.

    •Discusses ways to resolve or eliminate obstacles preventing clients from receiving benefits or services. Identifies gaps in services or service delivery and make recommendations for improved methods of delivery of services.

    •Promotes a positive, personal public presence in the meetings and work to develop a more positive public opinion of Child Protection and Youth and Family Services through education and active community participation.

    •With employee, creates work opportunities to develop professional growth and activities that develop or improve skills strengthening employee satisfaction and value.

    •Addresses employee concerns and resolve problems in collaboration with Department Personnel and County Human Resources.

    •Seeks out and actively participates in committees, workgroups and community organizations that are pertinent to current topics or events. Uses participation to gain an understanding of community issues and identify additional resources available for clients.

    •Promotes a positive, personal public presence in the meetings and work to develop a more positive public opinion of Child Protection and Youth and Family Services through education and active community participation.

    Other Duties as Assigned (5%):

    •Follow policies and procedures, the Weld County Code of Conduct and adhere to strict confidentiality guidelines and appropriate release of information outlined in both.

    •Understand and implement rules and regulations for Child Welfare organizations in Colorado outlined in the State of Colorado Department of Human Services Volume 7 guidelines.
    Qualifications

    REQUIRED QUALIFICATIONS:

    •A bachelor's degree from a higher education institution with course work related to the job responsibilities of child welfare social caseworker. Course work examples can include and are not limited to, the development of human behavior, child development, family intervention techniques, diagnostic measures, or therapeutic techniques.

    AND

    Three (3) years of full-time professional child welfare casework experience and

    •One-year (1) experience as a caseworker trainer, mentor, coach, or lead that includes training, directing work activities and informally evaluating or providing feedback of employees.

    •Candidate must have demonstratable skills in critical thinking and independent judgment.

    •Candidate must be able to participate in after hour supervisor on-call rotation for After-Hours staff.

    •Candidate must possess ability to keyboard at 40 words per minute.

    •Candidate must have a valid Colorado Driver's License and Liability Insurance.

    •Candidate must provide own transportation and be willing to travel throughout Weld County.

    •Candidate must pass Human Services Background Checks. Background checks include CBI/FBI fingerprinting and will continue to be monitored throughout employment.

    •Candidate must possess the ability to enter data into several different computer programs.

    •Candidate must possess the ability to learn and apply new computer skills on a regular basis.

    •Candidate must have knowledge of computer programs such as Microsoft Windows and Word, Excel, and Outlook.

    •Candidate must possess the ability to read and comprehend instructions, correspondence and department policies and procedures.

    •Candidate must possess the ability to write correspondence.

    •Candidate must possess the ability to effectively communicate in one-on-one and small group situations with parents, foster parents, relative care providers, and community partners.

    •Candidate must possess the ability to clearly articulate concepts, directives and goals to employees, professionals and state and community representatives.

    •Candidate must possess the ability to apply math concepts and calculations in the work environment.

    •Candidate must possess the ability to apply common sense to problem solve in a work environment.

    •Candidate must possess the ability to adapt to fast paced, high volume and ever- changing work environment and be able to handle high stress and conflict filled situations while remaining calm and professional.

    WORK ENVIRONMENT:

    •Primary office location is in Greeley, but employee may perform work at one of the other satellite offices when required.

    •Reliable, predictable, attendance within designated scheduled hours.

    •This position is in-person and is has limited telework opportunities.

    •Work may involve time away from a standard office environment, which may consist of driving to and from home visits and in transporting children.

    •Work may occur in situations in client's homes, which could be considered a hostile or unsanitary environment. Some of the home visits may require police support.

    Medical/Dental/Vision Plans

    Weld County offers two medical plans through Aetna. Employees who enroll in one of the health plans must enroll in dental and vision. There are two vision plans and three dental plans to choose from. Dependents may also be enrolled. Questions regarding eligibility and premiums should be directed to Human Resources.

    Life Insurance

    Weld County offers employees a Basic Term Life Insurance policy in the amount of 3 times their annual salary. Eligible employees must regularly work at least 20 hours per week. The plan is provided at no cost to the employee. Employees also have the option to enroll in supplemental term policies for themselves and their dependents. Rates for those supplemental plans are based on age.

    Long Term Disability Insurance

    Weld County pays the premium for Long Term Disability Insurance for any regular employee that works at least 20 hours per week. The policy provides a monthly benefit of 60% of monthly base salary (maximum benefit of $8,000/month) after a 6 month waiting period.

    Short Term Disability Insurance

    Weld County offers a Short Term Disability plan through Cigna to any regular employee that works at least 20 hours per week. The premium is paid 100% by Weld County and the plan pays a monthly benefit of 60% of monthly base salary after the employee has been off work for 30 days and exhausted all of their own sick and vacation time.

    Paid Leave

    Weld County offers paid vacation, sick leave and holidays. Specific information regarding these benefits can be obtained from Human Resources.

    Retirement

    All full time regular employees at Weld County (except Health Department employees) participate in a mandatory defined benefit retirement plan. The employees contribute 9% of their base salary on a before tax basis to the fund. Weld County matches that amount starting with the employee's first paycheck. Weld County employees also pay Social Security/Medicare (7.65%). In addition to the mandatory plan, employees have two optional deferred compensation plans to choose from. The 401K and the 457 plans are administered by Principal Financial.

    Employees at the Weld County Department of Public Health and Environment do not participate in the Weld County Retirement plan. Instead they contribute 9.0% to the Colorado Public Employees' Retirement Association (PERA) and only contribute to Medicare (1.45%). Health Department employees also have the option to contribute to a PERA 401K plan.

    Section 125 and Flexible Spending Accounts

    The Section 125 program allows employees to pay the premiums for the county's medical, dental and vision plans with pre-tax dollars. Flexible Spending Accounts are also available for unreimbursed medical expenses and day care expenses.

    As a Weld County Employee, you and your immediate family members, now have access to join IOME for FREE. IOME is proud to be partnered with Weld County to offer you free counseling and coaching support, a self care central, and discounted self care.

    Voluntary Benefits

    Employees at Weld County have the following Voluntary Benefit plans available to them through AFLAC. Aflac offers an Accident plan, Critical Illness plan and a Hospital Indemnity plan.

    Recreation Center Discounts

    As part of the Weld County Wellness Program, employees are given discounts at the Greeley Recreation Center, the Family Fun Plex, Johnstown Family YMCA and the Ft. Lupton Recreation Center. Active and Fit Memberships also available.

    Tuition Assistance

    Regular employees who work at least 20 hours per week and have been employed with Weld for 6 months may be eligible to receive tuition assistance for qualified college courses.

    Benefits effective date is the first of the month after you have worked one full pay period.
