The Director, Human Resources, is responsible for providing strategic HR leadership to the organization, inclusive of all divisions.

Assists in oversight and development and implementation of human resources policies, programs, and services, including recruitment, training, legal compliance, employee relations, employment practices and procedures, employee communications, and employee events.

Serves as an internal HR consultant to management on personnel issues that affect performance and business relationships.

This position reports to the Vice President, Human Resources, and oversees the Human Resource Department, working together to attract, retain, and develop a dedicated workforce that supports the Agency's mission and objectives.

The
Expertise We're Looking For

  • Bachelor's Degree in Human Resources, Business Administration, or related field
  • Five (5) years of experience in Human Resources
  • Three (3) years in a supervisor role
  • HR Certification (S/PHR, S/CP) required or be certified within a year of hired
  • Valid Texas Driver's License

What you
Deliver

  • Collaborate with the Vice President, Human Resources to develop and implement the agency's HR strategy in alignment with its mission and goals. Ensure HR initiatives support the overall strategic direction of the organization.
  • Oversee the Talent Acquisition team in planning, leading, and executing recruitment and onboarding processes. Develop effective strategies for attracting and retaining top talent.
  • Oversee the Training and Development team and strategy to create a skilled and motivated workforce that is better prepared to tackle challenges, adapt to changes, and drive the agency's success.
  • Act as a trusted advisor to employees and management on HRrelated issues. Implement and enforce HR policies and procedures, ensuring compliance with labor laws and regulations. Mediate and resolve employee conflicts and grievances. Manage the employee leaves of absence policies including FMLA and ADA. Manage the unemployment claims process and appeals.
  • Consults with management and employees, investigates grievances and complaints, reviews recommendations for disciplinary actions; conferring with VP and Legal. Tracks, trends and conducts employee exit interviews. Advises on employee terminations and evaluates for risks. Respond to and track unemployment claims.
  • Collaborate with the Vice President, Human Resources to develop and manage performance appraisal systems. Provide guidance and support to leadership in conducting performance evaluations. Develop and implement training and development programs to enhance employee skills and competencies.
  • Plan, develop, and implement employee engagement communication, recognition, and motivational programs that enhance the working environment and aid in attracting and retaining talent.
  • Supervises a team of HR staff and provides direction and guidance to ensure the team is meeting objectives and stays current on federal, state, and local laws and HR trends, especially those associated directly to their area of responsibility.
  • Conduct regular audits to ensure Human Resources records are in compliance with grants and contracts requirements, and state and federal laws. Drive compliance with HR policies, including appropriate communications, tracking, and reporting.
  • Ensure annual HR compliance, reporting, and surveys to ensure Catholic Charities is in compliance with federal and state regulations and program grant requirements,
  • Leads Human Resources Department support on the Agency's accreditation initiatives (Commission on Accreditation of Rehabilitation Facilities, Presidium, etc.)
  • Assist in managing and executing compensation strategy, performance appraisal, and agencywide HR training.
  • Participates in HR Committee meetings, speaks at engagements, and assists in agencywide projects/events; attends other events as requested.
