Associate Director, Post Award Administration
The Associate Director, Post Award will strive to provide excellent service to the research community while meeting the regulatory and administrative requirements of federal agencies, foundations, and other sponsors.
The Associate Director, Post Award will oversee the administration of all post award aspects and functions of grants and contracts awarded to the college.
The Associate Director, Post Award will work with the Director to ensure that appropriate systems and procedures have been established for proper accountability of all sponsored accounts and to develop a cohesive workflow for OSP's post award functions, to include oversight of invoicing, financial reporting, milestones/deliverables, re-budgets, accounts receivables, cash management, closeout, and the day-to-day functions of post award accounting, monitoring, management and reporting.
The Associate Director, Post Award will work closely with key personnel in the finance/controller's office to ensure coordination of efforts in the development and implementation of internal systems and procedures that impact OSP.
The Associate Director, Post Award will work closely with the Director and the Associate Directors in training of OSP Staff and research personnel to ensure that grants and contracts are being administered in accordance with federal regulations and other sponsor requirements.
This position will reports to the Director.The Associate Director, Post Award will perform the following:
Direct supervision of post-award staff
Provide mentoring, consultation, guidance and support within OSP through training, building, and professional development
Assist the Director in managing staff priorities and workloads
Work with the Director in monitoring operations against performance measurements and to develop and implement appropriate systems and procedures for proper accountability of all funds from sponsors.
Oversee the process of properly creating grants in PeopleSoft.Monitoring budget/expense activity, proper documentation of cost transfers, timely billing/receivables, collection of cash, timely award close outs, and financial reporting to sponsors.
Investigate, communicate, and cooperate with the research community to solve complex problems related to the post award aspects of research administrationWork with director to ensure that the staff is fully integrated and works as a unified office while overseeing all applicable post award activities
Act as a resource to researchers and administrators in the administration of internal and external requirements of grants and contracts, interpreting and helping them understand federal regulations (Uniform Guidance, and FAR clauses) and other sponsors terms and conditions
Work closely with and develop shared understandings of roles and responsibilities with:
– Departmental administrators
– Departmental faculty and other researchers
– Other stakeholders such as Finance/Controller's office, Financial Management Systems, etc.
– External funding agencies
Participate in the continued development and implementation of a university wide research administration training program for OSP staff, faculty, and research administrators.
Independently identify significant issues and seek expertise and guidance from the Director of OSP and from appropriate internal and external sources.
Work closely with the Associate Director for Finance and Compliance and Associate Director for International Grants and Sub-awards.Bachelor's degree required.
A minimum of seven years of professional level experience working in sponsored programs administration or corresponding experience in working in departmental administration is preferred.
Experience working with faculty/departmental administrators in an academic setting. Knowledge of Federal regulations for managing higher education research administration. Knowledge of Boston College internal systems preferred. Ability to manage a complex workload with multiple competing demands and intense deadline pressure. Willingness and interest in participating in professional research administration organizations. Continuing professional education as provided by professional organizations (NCURA, SRA, etc.). Thorough knowledge of federal regulations.Experience Includes:
A range of personal strengths and professionally-related competencies and interests upon which an OSP team member can build
Knowledge of the operational and functional dimensions of university research administration is important
Experience with PeopleSoft systems and federal government systems
Extensive Experience in research administration
Experience with project and workload management
Significant experience in interpreting and applying Federal regulations
Experience managing a heavy workload with multiple competing demands and intense deadline pressure
Ability to work well in a team environment
Experience in regulatory compliance and management reporting
Experience in managing professional staff and building moral and teamwork within the office
Strong communication skills to develop and maintain highly responsive service team for PI's and Administrators
Extensive experience in interpreting and applying federal regulations
Knowledge of BC's financial policies and procedures
