Overview
The Center for Analytics (CfA) is the U.S. Department of State's official enterprise data management and analytics capability.

CfA transforms data into bold insights that help over 75,000 employees - from working-level to the Secretary - make better management and foreign policy decisions.


The GeoState team within the CfA manages the software and infrastructure for the GeoState platform, the Department's internal geospatial data analytics platform.


Location:
Springfield/Lorton, VA


Minimum Clearance:
Interim Secret


Work Schedule:
Hybrid - 3 days a week onsite,
2
days a week remote (Tuesday, Wednesday, Thursday)

Key Responsibilities include:


  • Coordinate tasks include tracking delivery, installation, and ensuring operations and security protocols are conducted
  • Liaise between end users, stakeholders, and onsite government employees
  • Assist in leading a team of IT professionals supporting a major DOS IT program
  • Responsible for ensuring all project activities are performed and completed in a timely, costeffective, and efficient manner
  • Responsible for understanding requirements and ensuring that project personnel are fulfilling said requirements
  • Identify core business needs, decompose and document concepts of operation, story maps, briefings, and user stories
  • Document business rules, and construct workflow diagrams, as needed.
  • Condense complex business processes into clear and actionable user stories with acceptance criteria
  • Work with IT and mission stakeholders to review, update, and maintain a business process roadmap of the system and evaluate areas of reengineering by outlining potential process improvements
  • Responsible for the quality, content, and prompt delivery of all task and contractual deliverables associated with the project
  • Demonstrate ability to proactively identify risks and opportunities
  • Create and present various documentation and presentations that are visually appealing, concise, and understandable

Required Qualifications:


  • Well versed in project management, and have a familiarity with IT and Cyber Security
  • Excellent oral communication skills, with an ability to communicate complex technical topics to management and business stakeholders Outstanding attention to detail
  • Possess strong proficiency in grammar and formatting techniques for documentation and consistently demonstrates exceptional written communication skills.
  • Bachelor's degree or equivalent work experience
  • Leadership experience and skills, with exceptional interpersonal and communications skills
  • Experienced with gathering and eliciting requirements from various stakeholders
  • Experienced with documenting and managing requirements using an Application Lifecycle Management (ALM) toll such as Azure DevOps or Jira
  • Experienced with refining customer requirements into actionable work items such as Epics, User Stories, Tasks, ect.
  • Experienced in working with a technical team to identify and document technical solutions and translating them to work items managed in an ALM tool.
  • Extensive experience developing technical briefs and presenting at the executive level
  • At least three years of experience in requirements gathering/elicitation and documentation

Preferred Qualifications:


  • A PMP and/or CSM is desired
  • Able to manage shifting priorities
  • Great customer service skills
  • Strong focus and commitment to providing end user customer service
  • Adept in managing changing priorities and demanding schedules
  • Experience working with cloud infrastructure technology
  • Advanced use of Azure DevOps
  • Coordinate with Department security and governance boards to ensure ongoing compliance with Department standards and mandates
  • Familiarity with Azure Cloud environments (both commercial and government)
  • Familiarization with GIS software and processes
