JOB SUMMARY:


Under general direction of an administrative superior, manages all aspects of the operations and administration of the Solid Waste Program, which includes but not limited to the collection and disposal of solid waste (garbage) and contract oversight for the collection and disposal of garbage, including bulk waste, yard waste, solid waste, and recyclable collection.

Also includes processing of household hazardous waste, recycling incentives and education programs. The incumbent performs administrative and supervisory work in the collection, disposition, and disposal of solid waste throughout the city. This position is also responsible for the administration of recycling, brush & hard junk programs.

The incumbent develops divisional objectives, policies and procedures; assists in the preparation and administration of the division's annual budget; and monitors and enforces contractual obligations of permitted independent collection companies in the municipality.

The incumbent also develops and manages a variety of contracts, analyzes bid specifications, grant proposals and conducts Solid Waste fee and rate studies.

Incumbent is expected to analyze these proposals and studies and provides recommendations. Work is performed with considerable latitude, and is reviewed through conferences and written reports for results obtained.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

  • Plans, assigns, and supervises the work of subordinates involved in the collection and disposition of solid waste, yard waste, bulk waste, and recyclable materials.
  • Oversees all the City contracts involving garbage collection, solid waste, and recyclable materials.
  • Develops divisional objectives, policies and procedures; prepares and administers the division budget; recommends staffing level, materials and equipment needed; revises and approves all purchase orders and requisitions; monitors expenditures.
  • Maintains inventory records and files reports via the Director of Public Works to applicable county and state agencies.
  • Ensures that garbage and trash routes are properly serviced; administers and enforces contractual obligations of permitted independent sanitation companies.
  • Handles the acquisition and monitors the distribution of supplies.
  • Responsible for occasional onsite inspections of staff and contractors to ensure compliance with contractual obligations and proper safety procedures are followed.
  • Responsible for preparing, examining and revising and monitoring related contracts that involve the purchase and sale of goods and services such as equipment, materials, supplies, or products.
  • Plans and conducts presentations on recycling and solid waste services.
  • Responds to complaints, inquiries, and request for service from citizens relating to solid waste and recyclable material services.
  • Evaluates the operational costs associated with contractual versus inhouse services; conducts management efficiency studies; recommends most effective and efficient methods of operation; submits written bid specifications for operations and equipment.
  • Writes administrative and operational reports on all phases of recycling, refuse collection and disposal; responds to inquiries from staff, officials, and the general public regarding sanitation activities; coordinates activities with other departments/divisions.
  • Makes effective recommendations regarding hiring, discipline, training and promotion of subordinates; authorizes leave of absence; evaluates and rates employee performance.
  • Performs other job duties as assigned.

Required:

  • Bachelor's Degree from an accredited college or university in business administration or management, environmental management, or closely related field.
  • Three (3) years of progressive experience in public works, including solid waste management, plus some supervisory experience; or an equivalent combination of training and experience.

Preferred:

  • Master's Degree from an accredited college or university in business administration or management, environmental management or closely related field.
  • Five (5) years of progressive experience in public works, including solid waste management, plus some supervisory experience; or an equivalent combination of training and experience.
