Description

The Housing Counselor serves clients through high quality delivery of counseling that fulfills our mission for preventing homelessness and building wealth through homeownership opportunities.

Responsibilities include discussing and delivering options, making recommendations on credit, debt and housing issues.

The counselor will document and deliver a realistic action plan for clients to follow after an expert review of their financial circumstances and goals.

Through effective communications, the counselor will help each client understand the role he or she plays in the success of the plan.

This role requires an individual with a passion for and commitment to help low income and financially distressed individuals.


Qualities and Competencies

  • College degree or a minimum of 3 years relevant work experience required.
NeighborWorks Center for Homeownership Counseling (NCHEC) and Foreclosure

Intervention certifications preferred; Philadelphia Mortgage Diversion Certification

preferred.

  • Minimum of 2 years mortgage servicing or loan workout experience preferred with
knowledge of credit, debt and money management.

  • Ability to exercise judgment when evaluating and analyzing clients' financial situation,
understanding and setting goals and documenting recommendations in an individualized

action plan.

  • Capability in maintaining confidentiality of borrower communications and information.
  • Strong verbal communication and interpersonal skills, including the ability to engage with
individuals facing financial stress and respond clearly to questions with information that is

clear to the client.

  • Ability to effectively communicate with third parties such as creditors or mortgage service
companies to effectively resolve client financial issues.

  • Solid written communication abilities in order to read and interpret written information and write effective business communications needed.
  • Strong organizational and time management skills including the ability to prioritize
deadlines and perform multiple tasks and projects simultaneously with limited supervision.

  • Outcome driven with a strong client focus.
  • Energetic, fun and interested in working in a fastpaced and collegial environment.
Ability to build professional relationships with community partners.

Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each essential duty

satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.


Counseling and Advice

  • Perform financial counseling by evaluating all possible solutions against client goals to
chart a personalized course toward financial stability which empowers them and

resolves their financial need or issue.

  • Document recommendations in an individualized action plan and effectively
communicate with clients so that clients understand their role in their own success.

  • Represent benefits of programs and resources available to the client, including
effective communication of an individual financial action plan, recommendations,

program requirements, and client responsibilities necessary for client to be successful.

  • Understand and communicate options for housing counseling, including acquisition,
delinquency, refinancing and reverse mortgages.

  • Work on behalf of housing clients with mortgage servicers, state and local agencies
and others to resolve client's housing delinquency or budget issues.

  • Actively engage in follow up with client postcounseling to evaluate effectiveness of
action plan and client's success in following the recommendations provided by the

counselor.

  • Identify community resources and make appropriate referrals and integrate other
supports into client action plan such as public benefits, tax preparation, etc. to

achieve greater results.


Administrative

  • Obtain program training and certification requirements including NeighborWorks
America, PHFA and other counselor certifications within agency and housing contract

required timeframes as business needs dictate.

  • Maintain counselor certification by earning required number of Professional
Development Units annually through counseling, continuing education and workshops

or seminars.

  • Perform all computer system functions associated with the counseling session and
client record, including working with internal and external systems and client data

management systems. These functions include but are not limited to collecting,

tracking and reporting required data.

  • Work across the agency to resolve client issues.
  • Maintain flexible work schedule, including evening and weekend hours and branch
location to respond to business and client need.

miscellaneous administrative functions.
