    This position is located in the Strategic Planning and Programme Support Unit of the Office of the Under-Secretary-General. The Finance & Budget Officer will report to the Chief of the Strategic Planning and Programme Support Section. .

    The United Nations Office of Counter-Terrorism (UNOCT) undertakes counter-terrorism capacity building projects at the global, regional and national level to contribute to the full implementation of all four Pillars of the UN Global Counter-Terrorism Strategy through the UNOCT.

    Responsibilities

    Within delegated authority, the Finance & Budget Officer will be responsible for the following duties: Advisory responsibilities:

    • Responsible for advising the Under-Secretary-General on compliance with the United Nations financial rules and regulations and on the exercise of the Delegation of Authority over human, financial and physical resources to allow for effective mandate delivery;
    • Responsible for preparation and maintenance of a standard operating procedure for the Office of the Under-Secretary-General for Counter-Terrorism regarding the Delegation of Authority;
    • Serves to assist the Under-Secretary-General to make determinations and delegations using the Delegation of Authority Portal;
    • Maintains coordination with the Department of Management Strategy, Policy and Compliance, and with the Department of Operational Support with respect to the above

    Budget administration:

    • Acts as Certifying Officer within UNOCT under applicable financial rules to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules, working in close cooperation with the Executive Office which will retain Approving Authority;
    • Issues allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures;
    • Manages and monitors budget implementation and recommends reallocation of funds as necessary;
    • Monitors expenditures to ensure that they remain within authorized levels;
    • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures;
    • Prepares budget performance submissions;
    • Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures;
    • Provides substantive support to relevant intergovernmental and expert bodies; General
    • Provides advice and guidance, including training, to headquarters and field staff on budgetary and financial policies and procedures, including results-based budgeting;
    • Participates in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues;
    • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to the mandates of the Office of Counter-Terrorism, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
    • Drafts reports for intergovernmental bodies and for management on budgetary issues, and correspondence;
    • Drafts official documentation to donors concerning contributions to UNOCT;
    • Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications;
    • Ensures the integrity of financial and management systems and the controls that underpin them;
    • Incumbents may be asked to perform other related duties.

    Education

    Advanced university degree (Master's degree or equivalent) in business administration, finance, or related field.

    A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience


    A minimum of seven years of progressively responsible experience in finance, administration, budget, business administration or related area is required.

    Experience in preparing reports and presentations on programmatic and budgetary issues for intergovernmental or expert bodies is required. Experience using Enterprise Resource Planning (ERP) systems (Oracle, SAP, or similar) in a financial capacity is required. Experience in analyzing and following budgetary policies, practices and financial regulations and rules is required.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
