This role will support Talent Management and build key initiatives, including developing training and course curriculums on leadership skills, interpersonal skills, and technical skills.

The Lead Talent Management Specialist will assess needs, design, and facilitate comprehensive programs that address identified gaps to improve employee performance and enable colleagues to develop and grow meaningful careers while supporting organizational goals and objectives.

This position reports to the Talent Development Manager within the Office of Human Resources.


Duties include but are not limited to:

  • Identify skill or knowledge gaps among employees and develop and deliver training content accordingly.
  • Create, facilitate, and maintain course content, manuals, or other training materials in line with company branding standards, periodically reviewing testing material and staying updated on organizational development and training trends.
  • Design and produce engaging, interactive learning materials in various formats (print, graphics, audio, video, animation, multimedia) to accommodate different learning styles within the MDOT workforce and initiatives.
  • Identify, evaluate, and assign integrated computerbased human resources provider programs (e.g., Cornerstone On Demand, LMS) to offer webbased, online courses.
  • Assess the impact of training programs and knowledge retention.
  • Collaborate effectively with colleagues, stakeholders, and partners throughout MDOT, while also working independently to meet deadlines and achieve goals.
  • Perform other duties as assigned.

The current vacancy exists at the MDOT TSO in the Office of Human Resources located in Hanover, MD (Anne Arundel County).

Qualifications:
MINIMUM QUALIFICATIONS:


Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.


Experience:
Six years of experience in administrative staff or professional work
.

Three (3) years of this experience must include developing and implementing programs in organizational and workforce development, including conducting needs assessments, developing instructional design courses and training programs, and evaluating program outcomes.

**- Bachelor's degree in Human Resources, Organizational Development, Business Administration, or a related field

  • Solid foundation for understanding and implementing HR programs from inception to completion
  • Knowledge of webbased training platforms, online course registration systems, and training tracking and reporting tools
