We're currently hiring an enthusiastic Accountant II at our Office of Financial Management and Budget (OFMB) located at 600 Washington Street, Boston, MA Reporting to the Senior Budget & Financial Manager, you will oversee accounts payable in MMARS (Massachusetts Management Accounting Reporting System), ensuring seamless procurement in compliance with COMMBUYS policies.

Responsibilities include reconciling invoices, processing payments, resolving discrepancies, developing procedures, training staff, and utilizing insightful reports for informed decision-making.


Duties and Responsibilities (these duties are a general summary and not all-inclusive):

  • Process payments on the State accounting system (MMARS) with high accuracy (within 5% of total fiscal year documents) and ensures prompt processing within 10 business days.
  • Serve and provide technical assistance and/or training to Community Living Divisions and Vocational Rehabilitation on accounting procedures, standards for encumbrances, and payment requests, and assists with jobrelated duties.
  • Review encumbrances, provides analytical perspective, and communicates potential funding issues impacting payments to vendors to the Senior Budget & Financial Manager and Program Manager(s) for resolution. Follows up as needed and ensures timely completion.
  • Research and resolve customer (internal & external) issues related to billings, payments, and collections.
  • Maintain accurate financial records according to established procedures, ensuring integrity surrounding CDP, VCC procedures.
  • Resolve accounting discrepancies related to CDP, VCC and interprets directives from the Senior Budget & Financial Manager to MRC staff and/or vendors.
  • Develop and maintains procedures, job aides, and other resources throughout the fiscal year to streamline crosstraining and support staff development in effectively utilizing the State accounting system (MMARS) and meeting departmental objectives.
  • Provide comprehensive training to new and existing MRC staff, offering valuable assistance, advice, and guidance whenever required.
  • Ensure compliance with COMMBUYS policies and procedures for procurement of goods and services within the Budget Unit.
  • Handle records management responsibilities for accounts payablerelated documents according to the Comptroller's Office procedures within the Budget Unit.
  • Review instructions and comply with the requirements of the Office of the State Comptroller for annual opening and closing activities related to Accounts Payable.
  • Prepare monthly/quarterly reports for the Senior Budget & Financial Manager on the status of CDPs, VCC tables, payables, etc.
  • Perform all duties in accordance with the most current laws, regulations, departmental internal controls and procedures, and Generally Accepted Governmental Accounting Standards.
  • Ability to perform other assigned duties and be flexible in handling changing requirements.

Required Qualifications:


  • Demonstrate knowledge of accounting principles and practices, including relevant terminology.
  • Proficiency in preparing clear and concise reports.
  • Strong analytical skills to evaluate accounting data, draw meaningful conclusions, and provide appropriate recommendations.
  • Ability to interpret financial reports, accounts, and ledgers accurately.
  • Proficiency in performing mathematical calculations and utilizing formulas to solve accounting problems.
  • Effective adherence to oral and written instructions.
  • Skill in gathering information through record examination and effective questioning.
  • Meticulous attention to maintaining accurate records.
  • Proficiency in preparing comprehensive general and financial reports.
  • Excellent written communication skills, including the ability to express thoughts clearly and develop ideas logically.

  • Diplomacy and tact in dealing with others.

Preferred Qualifications:


  • Comprehensive understanding of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines that govern assigned unit activities.
  • Familiarity with the various types and purposes of agency forms.
  • Proficient knowledge of state budgetary procedures, including relevant terminology.
  • Strong understanding of state accounting procedures, including relevant terminology.
  • Knowledgeable about the laws, rules, and regulations that govern Federal Grant Administration.
