Grants Management Specialist III

Job Summary:


This position is located in the District of Columbia's Department of Health (DC Health), Community Health Administration (CHA), Health Care Access Bureau (HCAB), Immunization Division.

CHA promotes healthy behaviors and healthy environments to improve health outcomes and reduce disparities in the leading causes of mortality and morbidity in the District.

CHA focuses on population health strategies to prevent and control cancer, chronic disease, and vaccine preventable diseases; promote nutrition and physical fitness; ensure access to quality health care services; and support the health and well-being of families across the lifespan.

CHA's approach targets the behavioral, clinical, and social determinants of health through evidence-based programs, policy, and systems changes.

The Immunization Division focuses on population health strategies to prevent and control vaccine preventable diseases.


DUTIES AND RESPONSIBILITIES
Functional Accountabilities

  • The Grants Manager III shall ensure compliance with the rules and regulations administered by the grantor; oversee special audits conducted by grantor.
  • Serve as a liaison with principals and other departments on issues regarding grants. Monitor interventions and programs funded by grants to ensure compliance with grantor guidelines.
  • Monitor, input, review, and approve federal grant data in the District's Grant management system. Coordinate and supervise staffing levels related to grants and how grants are entered into the Programs Management System.
  • Work collaboratively with institutional grant personnel to ensure compliance with all grants and funding regulations by the District and federal agencies and perform related work as required.
  • Support other Immunization Division projects as assigned

Strategic Assistance:

  • Provide input and recommendations about the program budgets and develop tools to monitor and report

Internal Communication and Collaboration:

  • Serve as a resource for Division Chief.
  • Coordinate meetings as assigned with key individuals to promote vaccination programs.

SUPERVISORY CONTROLS
Work under the direct supervision of a manager who outlines assignments and priorities. The incumbent exercises considerable independent judgment in completing assignments. The incumbent consults with the assigned manager on matters having major office, administration, departmental or operational impact. Work is reviewed through measured achievements of assigned performance goals and objectives, adherence to governing directives, policies, procedures.


GUIDELINES


Guidelines of the position include, but are not limited to, written departmental policies, procedures and protocols established by the CDC and DC Health, the provisions of grants and contracts or provider agreements between the District and community based service providers, Federal and District laws and regulations.

Independent judgment is used to interpret and determine the most appropriate guide. However, the incumbent may make adaptations to cover new and unusual situations.


SCOPE AND EFFECT

PERSONAL CONTACT
Frequent contacts are with managers, program staff, and administrators in the agency.


PURPOSE OF CONTACTS


The purpose of these contacts is to provide reports, exchange and clarify information, resolve problems, and provide program advice and services.


PHYSICAL DEMANDS
The work is primarily sedentary.


WORK ENVIRONMENT
Work is performed in a hybrid, sometimes in-person, sometimes remotely. In office settings are adequately lighted, heated, and ventilated.

The tour of duty for this position is Monday - Friday, 8:30 am - 5:00 pm (flexibility is available in final determination of work hours).

The performance period will be from the date of award through December 31, 2024 (there may be an opportunity to continue services past the end of the year if funding allows)


EDUCATION/EXPERIENCE
Bachelor's degree in Finance, or equivalent experience in a related field (required).


Minimum Work Experience
3-5 years related and progressive experience (required)
