_ DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS_
Houston Water consists of approximately 1,500 drinking water and wastewater professionals including engineers, scientists, facility operators and maintenance personnel. The Infrastructure and Development Services section is responsible for infrastructure planning to meeting the short
- and long-term needs for water, wastewater, and storm drainage systems, providing protection of the wastewater treatment plants and water purification plants through the issuance of letter of available, and reviewing requests for new water districts and long-range planning for water and wastewater projects.

  • Infrastructure and Development Services is seeking a Division Manager with excellent communication skills, selfmotivated, effective problemsolving, management skills, and customer service driven.
  • The Division Manager duties will include but are not limited to:
  • Managing the Taps and Meters team consisting of 25+ members
  • Responsible for evaluating water and sewer tap permits ensuring compliance with proposed construction drawings.
  • Responsible for evaluating water and sewer plans ensure each connection to the City of Houston's infrastructure is made in accordance with all regulatory guidelines.
  • Manages the operation of all water meters and water meter easements, water meter abandonments, and water meter relocation for the City of Houston
  • Preparation of the annual budget and monitoring expenditures throughout the year
  • Lead the transition from the current permitting system to the new permitting system for Infrastructure and Development Services
  • Develop, implement, and assess operational policies, ordinances, procedures, projects, and training to meeting Houston Public Works objectives and goals
  • Respond to complaints or inquiries from citizens, City Officials, or outside agencies
  • Interfaces with departments and outside agencies or firms to discuss projects and programs
  • Establishes goals, develops, and evaluates performance of personnel and/or projects
  • Performs personnel functions, such as evaluating subordinate performance, interviewing prospective personnel, and training subordinates
  • Serves as a liaison between City personnel, contractors, and consultants

_ WORKING CONDITIONS_
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

_This is a Department of Houston Public Works Management position at the Tier III Level._

MINIMUM REQUIREMENTS:


_EDUCATIONAL REQUIREMENTS_
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.


_EXPERIENCE REQUIREMENTS_

Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.

A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis

PREFERENCES:


Preference will be given to applicants with experience in leading or managing a team with direct reports, previously implemented innovative process improvement initiatives, designing, and/or reviewing utility systems, and/or proficiency using GIS, and who possess excellent technical writing skills, communication skills and the ability to interpret and explain City Procedures.
