JOB SUMMARY:


Responsibilities include the enforcement of and compliance with parking regulations and town code regulations within the town limits of the Town of Emmitsburg.

Additional responsibilities include parking meter revenue collection, bank deposit, traffic control duties as needed, and other administrative duties related to permits and code enforcement.

There may be other administrative duties related to permits, code enforcement and recreational activities.


ESSENTIAL DUTIES AND RESPONSIBILITIES:


Parking:


  • Monitor parking meters and other public parking areas for violations on a regular basis. Prepare and present violation notices in a timely manner. Perform maintenance on mechanical meters and monitor meters to make sure correct time is being given.
  • Remove money from parking meters, count, wrap and deposit to the Town bank account twice each month. Deposit money to Town bank account from paid parking tickets twice each month.
  • Prepare and maintain parking violator database and tickler system via computer. Prepare and send late notices for overdue parking tickets every 30 days; prepare and send MD DOT flagging letter every 30 days. Process/send followup and record correction notices in a timely manner.
  • Prepare and maintain required records of contested traffic citations; investigate and answer complaints related to parking citations; appear in court as necessary.
  • Check daily for vehicles violating parking codes; work with Sheriff's deputies in identifying violators; make arrangements for illegally parked or abandoned vehicles to be towed as needed.
  • Prepare and keep records of numbered parking permits; issue parking bags; post and remove "reserved parking" and "no parking" signs on meters as directed.
  • Report public grounds maintenance, trash, and/or safety problems to Dept. of Public Works in a timely manner.

Pool:


  • Monitor guest compliance with pool rules, take appropriate action to enforce rules and correct violations.

Code Enforcement:


  • Under direction from Town Manager perform routine townwide inspections, investigate complaints, and initiate appropriate actions to abate violations. Create photographic records of violations.
  • Maintain records of incident reports and violation letters, and track compliance.
  • Report observed lawn or property maintenance violations to Town Planner.
  • Assist Town Planner with permits, maintain permit files, local tracking system and coordinate with Frederick County via Hansen system.
  • Assist with maintenance of Planning files and materials, Planning Commission and Board of Appeals meeting materials and files, and other administrative duties as needed.
  • May be called upon to testify at court proceedings regarding code violations/enforcement.

Other Duties as needed:


  • Deliver (door to door) special notices as needed in a timely manner.
  • Assist with traffic control during funerals and other special or extraordinary traffic situations occurring within the Town limits.
  • Assists with the coordination of the seasonal Farmer's Market.
  • Collect Town office mail from the mailbox and deliver to Town Offices daily; pick up and deliver all parcels to local company for shipment.
  • Deliver mail and office correspondence to the Mayor or other hand delivery recipients and perform other business errands on a regular basis and as needed, and assist with other office administrative duties as needed, e.g., front desk reception.
  • Maintain bulletin boards at Town Office and Maintenance Office; post flyers, ordinances, etc.
  • Assist Mayor, elected officials and staff with community functions during and after hours.
  • Maintain town vehicle.

KNOWLEDGE, SKILLS AND ABILITIES:


Education/Work Experience:
High School graduate or equivalent and one year related work experience.


Job Skills/Abilities:


  • Comprehension skills, ability to understand Code regulations pertaining to parking and local property maintenance ordinances, etc.
  • Moderate computer skills/abilities; plus willingness to learn use of Microsoft Office suite, permit log software, computer mapping software and systems.
  • Excellent proofreading, time management/followup, decision making, mathematical, moneycounting, memory/retention skills, and ability to research, analyze and problem solve. Legible handwriting and excellent spelling/grammar required.
  • Excellent work ethic and ability to maintain confidentiality of Town matters, records, and files.
  • Excellent verbal/written communication and customer service skills, and ability to communicate well with individuals of any temperament. Ability to equitably resolve customer problems/issues.
  • Valid driver's license and good driving record; willingness/ability to drive in all seasonal weather conditions.
  • Willingness/ability to work hours before and after regular work schedule, weekends, holidays as needed in support of business demands.
