Description
The County of Volusia is seeking a Planner I/II, dependent on qualifications, for the Planning and Development Services Division.This position is located in DeLand, Florida, and will be responsible for gathering, analyzing, and presenting planning, environmental, and socio-economic information used to develop public policy and/or to support the Planning Division.
All candidates applying for this position must have excellent writing, presentation, and analytical skills; the ability to communicate effectively with staff, applicants, and the public, as well as elected and appointed officials.
Excellent customer service is a must, in keeping with Volusia County's customer service standards.
NOTE:
Candidates may submit at least two reports that he/she presented to a Planning Board or City/County Council or Commission at the time of application, or upon request.

Planner I
Conducts land use surveys in the field. Interprets aerial photos, maps, and archival information needed to assemble planning studies.
Initiates and completes research projects with a minimum of supervision.
Assists in the drafting of regulations governing the use and development of land.
Prepares written reports and presents planning information and data, graphically and orally to elected officials, Boards, citizens, and agencies.
Assists other Planners in the preparation of land use plans and other elements of the planning program.
Attends training exercises related to the performance of duties.
May be assigned to other county locations based upon operational needs.
Attends work on a regular and consistent basis.
Must adhere to Federal, State, County, and Local ordinances.
Responds to emergency situations.
Performs other duties as assigned.
Planner II
Analyzes information and data, and makes estimates and projections based on this information.
Confers with appointed and elected officials and senior staff to define and effect solutions to planning problems.
Makes recommendations on rezoning, special exceptions, and variance requests.
Helps formulate land use goals, objectives, and policies.
Prepares studies and plans as part of the Comprehensive Planning Program.
Reviews and critiques site plans, subdivision layouts, planned unit developments, etc.
Provides technical planning assistance to the County Council and various boards.
Prepares and presents public information/education programs.
May be assigned to other county locations based upon operational needs.
Attends work on a regular and consistent basis.
Must adhere to Federal, State, County, and Local ordinances.
Responds to emergency situations.
Performs other duties as assigned.
Planner I
Salary:
$ 49,715.00 – $68,996.00 annually
Bachelor's degree in Planning or related field.
Planner II
Salary:
58,791.00 – $81,962.00 annually
Master's degree in Planning or related field; or Bachelor's degree in Planning or related field
and
two (2) years of progressively responsible work in a public or private land development, zoning, or planning organization.
***Candidates who possess the American Institute of Certified Planners (AICP) certification are desirable.
Planner I
Knowledge of planning principles, practices, and standards.
Knowledge of the Comprehensive Planning Program.
Knowledge of fact-finding and research techniques necessary for planning.
Knowledge of land use regulations.
Ability to gather data and present it verbally, graphically, and in writing.
Ability to prepare various planning studies, land use plans or elements thereof.
Ability to interpret applicable federal, state and local planning legislation, rules, and regulations.
Ability to communicate effectively, orally and in writing.
Ability to establish and maintain effective working relationships.
Planner II
Demonstrates all knowledge, abilities and skills of the lower level.
Demonstrates strong knowledge of Microsoft Word and Adobe, or similar software.
Knowledge of subdivision and zoning regulations and how they affect long and short range planning.
Knowledge of various tools and resources available for gathering data.
Ability to analyze data and make estimates and projections based on available information.
Ability to formulate goals, objectives, and policies and prepare land use plans.
Ability to identify land use issues and solutions.
Ability to prepare and deliver oral presentations and write reports that are clearly understood.
Ability to comprehend complex concepts and communicate them effectively to others.
Ability to critique development plans to achieve better designs and to ensure conformity with established policies, standards and requirements.
Ability to prepare and implement public information/education programs.
Ability to work under stressful conditions.
Ability to interact effectively with others.
Ability to provide great customer service.
Must be able to relocate to other county locations based upon operational needs.
