Position Information:


The Department of Environmental Services (DES), Development Services Bureau, is seeking a
Construction Management Specialist to join its team of construction management professionals to perform work for the Transportation and Development Division which includes: inspection and enforcement of construction activities in the County public right-of-way or public easements and the inspection of public infrastructure within the public right-of-way.


The Development Services Bureau regulates and oversees various public and private sector development activities which includes: review of site civil design plans, land disturbing activity permits, subdivision and easement plats, and public improvement bonds.

They also manage inspections of public infrastructure built by developers, inspections and enforcement of erosion and sediment controls, regulates storm water management activities on construction sites, and processes special exception development projects for approval by the County Board.


Specific duties include:

  • Inspecting curb, gutter, sidewalk, pavement, storm sewers, sanitary sewers, watermains and other public infrastructure built by private sector contractors and developers to ensure compliance with approved civil design plans, State and County construction standards and specifications, and County development policies;
  • Inspecting development projects for the purpose of accepting asbuilt public infrastructure for County operation and maintenance, and the release of associated public improvement bonds;
  • Inspecting all construction work performed in the publicrightofway by private sector contractors, developers and utility companies to ensure compliance with rightofway use permits, approved plans, Maintenance of Traffic plans, E&S plans, State and County construction standards and specifications;
  • Maintaining logs and reports using Microsoft Office and/or other software programs;
  • Issuing notices of violation or stopwork orders to contractors or builders performing illicit or unpermitted activities in the public rightofway;
  • Investigating reports or complaints associated with construction activities or uses in the public rightofway and meeting with citizens, contractors, builders and property owners to mitigate and resolve conflicts or problems associated with uses and activities in the public rightofway;
  • Interacting and communicating with citizens, business owners, contractors, developers, utility companies, State and County staff, and responding to inquiries related to assigned projects and/or reported construction activities or issues; and
  • Participating in the departmental signoff of Certificates of Occupancy on development projects inspected.
  • Managing multiple projects of varying complexity simultaneously;
  • Building and maintaining effective working relationships with developers, contractors, utility companies and other team members;
  • Skilled at maintaining organized files and records of investigative documents and projects; and
  • Being adept at problem solving while adhering to compliance regulations.

Selection Criteria:


Minimum:


  • High school diploma, technical school and/or a college program/courses in a related area such as engineering, architecture or construction management; and
  • Three (3) years of construction experience in at least one of the following areas: administering or inspecting construction activities related to development or public infrastructure projects, E&S inspections, or enforcing compliance with ordinances, codes, plans, or specifications.

Substitution:
Additional qualifying experience may be substituted for the education requirement on a year-for-year basis. A bachelor's degree in a related field can substitute for up to one year of the experience requirement.

  • Inspecting public infrastructure construction projects for state and local government;
  • Designing, constructing, or inspecting water mains, storm and sanitary sewer systems;
  • Communicating or explaining constructionrelated issues or technical information to the public;
  • Reading, understanding, and interpreting site design plans, grading plans, street and utility plans, building permit plans, erosion and sediment control plans; and/or
  • Surveying in establishing elevations, grades, slopes and reading cut sheets.

Special Requirements:

The applicant must possess a valid driver license.

If the applicant possesses a license, they must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official driving record.

Any offer of employment will be contingent upon a favorable review of the applicant's driving record.

Licensure or Certifications may be required within 12 months of hire based on area of assignment.
