- Interacts with public to provide information and assistance in complying with City ordinances.
- Schedules and attends periodic collection events to assure that collection containers are available in residential areas and are being used as intended. Monitors residential/business areas to prevent littering, illegal dumping, untimely set-outs and other non-compliant actions.
- Performs a variety of educational outreach activities to inform and assist the public in proper disposal/recycling of waste.
- Participate in special seasonal and community activities such as temporary solid waste transfer stations, clean-up/recycling events, parades, and special neighborhood code enforcement, litter critter, and revitalization projects.
- Contribute to informational publications such as annual Service Guide, collection schedules and to other materials promoting anti-litter and clean city activities.
- Receives, records and investigates violation complaints; Complains of illegal dumping often requires searching through dump sites containing hazardous materials.
- Document violations by securing photographs and other evidence.
- Prepare violation notices/citations for issuance to property owners and other responsible parties.
- As necessary, authorize abatement of violation and apply Resources Recovery Fee's to violators utility bill or property address.
- Conduct follow-up visits to ensure action is complete.
- Inspect right-of-way for ordinance violations such as littering, improper set-out garbage/recycle carts and/or obstruction of streets and sidewalks.
- Communicate and educate resident owners, tenants and businesses of violations and corrective actions required.
- Inspect and monitor the proper transport of solid waste by citizens and commercial haulers, checking for proper securing/covering of loads.
- Checks haulers for proof of insurance and display of permits.
- Communicate ordinance requirements and issue citations.
- Maintain files, databases, and other records pertinent to all aspects of program responsibilities, including schedules for monitoring of trouble areas that require more frequent monitoring, follow-up investigations, and public presentations.
- Prepare written reports and correspondence.
- Enter inspection data into MAXIMO database.
- Utilize various specialized software programs to research properties and owners.
- Prepare documents and citations for Municipal Court and testify on behalf of the City.
- Assist with special projects by conducting damage assessments and execute functions under actual conditions in aftermath of disaster.
- Determine structures to be repaired based on code requirements, amount of damage and cost of repairs, reports of findings and recommendations to FEMA.

- Requires High School Diploma/GED
- Minimum of 2 years of experience
- Texas Department of Licensing and Regulation Certification within one (1) year of hire.
- A combination of education and pertinent experience may be considered
- A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Attendance
Rotating 40-hour work week, Monday - Saturday, 8:00 am - 5:00 pm or 7:00 am - 4:00 pm. Must be available to work additional hours as needed.

Overview
The Solid Waste Code Compliance Officers perform four primary functions; Waste screening at the JC Elliot Transfer Station, field inspections for solid waste related ordinances, locate and abate illegal dumping in a timely manner, and walk the residential neighborhoods to perform recycling cart inspections.
Our objectives are to ensure that the waste taken in at the transfer station is acceptable, ensure customers are abiding by the authorized brush and bulky set out schedule, and reduce recycling cart contamination.
